Young y/ SVR Staff (8) =ST VIRGINIA * "5 -7 December 8, 1978 VC1 Leak Detection Action Plan The EPA Vinyl Chloride Standard, Section 61.65(b)(8), requires us as a user of Vinyl Chloride to monitor the piping and equipment in our department to detect leaks. This standard goes on to require us to develop a standard procedure for a "routine leak check patrol" to inspect equipment by using portable detectors. The full compliance date for these patrols was Nov. 7, 1978. Attached are copies of the new Weekly and Biweekly VC1 Equipment Patrol Schedules as developed by George VandeLinde. An operator(s) designated by the foreman will be responsible for checking the items listed on the check list schedule on a weekly basis. All discovered leaks and the appropriate actions taken should be recorded on the checklist schedules. The completed checklist should be routed through the Senior Production Supervisor, and then the Department EP/OH Contact, where it will be filed. Please realize that this patrol and documentation is mandatory! Failure to comply with this standard will result in fines; and if we continue to defy the standard, we will be shut down.
