Despite lacking the necessary qualifications for tribal enrollment, Mr. Gray has maintained control over the tribe while allegedly misappropriating up to $300 million in taxpayer funds-- money intended to benefit one of the most marginalized Indigenous communities in the country. Since the Little Shell Tribe received federal Sierra Club v. Economic Development Funds Misused to Enrich Associates Mr. Gray has funneled large sums of taxpayer-funded economic development grants to businesses owned by his close associates, including one that has been in operation for over 20 years and does not contribute to new job creation or economic growth for the tribe. Instead of fostering meaningful economic opportunities for the Little Shell people, these funds appear to be used for personal enrichment. 2. Travertine Quarry Scheme Mr. Gray acquired a travertine quarry with a $1 down payment and a $1.5 million note, then leveraged it to take out $900,000 in loans. There is no evidence that this quarry provides any economic or employment benefits to the Little Shell Tribe. Instead, it appears to be a private financial venture disguised as an Sierra Club v. Despite claims that this business is "lucrative," there is no evidence to support this assertion. Given that hermit crabs are saltwater creatures and Montana is a landlocked state with no saltwater, this venture is not only financially unsound but seems designed to mislead and defraud. 4. Casino on Non-Trust Land--Cutting Out Tribal Members Mr. Gray is attempting to open a casino on non-trust land, meaning it will not provide any financial benefit to Little Shell tribal members. This raises serious questions about who the casino is really meant to benefit and whether federal or state funding has been improperly leveraged to support it. 5. Fraudulent and Absurd Business Ventures In addition to the hermit crab company, there are other ventures financed with taxpayer dollars that defy Sierra Club v. Lack of Financial Transparency Despite multiple requests from concerned tribal members and community advocates, Mr. Gray has refused to provide financial disclosures, spending records, or budget reports. The deliberate lack of transparency suggests an effort to conceal financial misconduct and prevent public accountability. 7. Retaliation and Harassment Against Those Who Speak Out Beyond financial corruption, Mr. Gray has engaged in intimidation tactics against those who challenge his leadership. I, along with others, have been defamed, harassed, and threatened for exposing his misconduct. He has called law enforcement on elders and community advocates in an attempt to silence opposition. This abuse of power has created a climate of fear, making it difficult for those affected to come forward. 8. The Full Scope of Corruption is Even Larger What I have outlined in this letter only scratches the surface. There is so much more that I have uncovered regarding financial misconduct, misuse of federal funding, conflicts of interest, and retaliation against those seeking accountability. I Sierra Club v.
