Worked with Engineering to secure approval for money and manpower to participate in an evaluation of a Conoco/Olin/Vista joint wastewater treatment facility in Lake Charles. The contractor, AWARE Engineering, will evaluate waste compatibility and do a preliminary cost estimate by March. 2. Participated in a meeting with EPA in Dallas to negotiate a settlement of a proposed suit over wastewater permit exceedances at LCCC. A settlement appears likely. Vista agreed to provide supplemental information so EPA could recalculate a penalty. Further negotiations will be held with EPA via conference call on Jan. 8. 3. Made initial phone contact with Aristech regarding a project to ) submit a petition to EPA for the delisting of di-noctylphthalate from SARA 313. Aristech is concerned that some of their customers are threatening to switch to other plasticizers that are not on the SARA 313 list. Aristech buys a significant amount of 610 alcohol to manufacture PX316 plasticizer. If they lose plasticizer business, we lose alcohol business. 4. Contacted the Orthodox Union of Jewish Congregations of America regarding requirement to obtain Kosher certification for PTAU glycerine. IndoVista was advised. We will initiate the paperwork to get this activity started. It appears that once production starts, a United States Rabbi must inspect the Medan plant. 5. We are developing letters for managers to submit to Congressmen on the onerous enforcement language in Clean Air Act reauthorization bills. 6. Sent out 1st draft of Aberdeen Environmental Audit for audit team review. 7. A meeting was held in Ponca City to review recent cone penetrometer work done at the LCVCM to further delineate groundwater contamination on the western boundary of the plant. Initial results indicate a need to do further work in the shallow aquifers to define the boundary of contamination plumes and design of the remediation system. vvv 000023486 R. D. This Act becomes effective on March 31, and requires information over and above that required by the federal standard. 9. SARA 313 customer notifications have been sent out to all ethoxylate and ether sulfate customers.
