Affairs As the debate over health care rages behind the scenes, some Republicans are looking for ways to boost coverage, stabilize insurance markets, and lower health costs. Automatically enrolling Americans eligible for tax credits into no premium plans with the opportunity to opt out would preserve freedom of choice while boosting the ranks of the insured -- a win-win for conservatives.

America's surface transportation system is in scary shape. Congested roads wasted 6.9 billion hours of motorists' travel time and almost 3.1 billion gallons of fuel in 2014. Key system parts are in need of major overhaul. Maintenance of roads and bridges has been deferred -- sometimes for decades. Revenue sources are inadequate and unreliable; the system needs more direct user fees. So, time to raise the gas tax, right? Not so fast.
