W. HELLER March 17, 1987 VISTA LAGOON CLOSURE PLAN - BLANE POLYMERS, MANSFIELD, MASS. A proposed closure plan (Attachment I) has been prepared for the wastewater impoundment at the Blane Polymers plant, as you requested. The plan was developed for use in negotiating a final closure procedure acceptable to VISTA and British Petroleum. Also included, (Attachment II), is an order-of-magnitude cost estimate of $38,000 for closure of the lagoon. The primary reason for closing the unused lagoon is to eliminate periodic overflows of lagoon water to the Rumford River. The lagoon is out of service and no longer receives wastewater. During periods of high rainfall, however, the accumulated rainfall over flows the lagoon to the river. Additional reasons for closure are safety and appearance. The approximate dimensions of the lagoon are 150 feet by 80 feet by 4 feet deep. There is a small amount of sludge in the lagoon which will not be removed for closure. Tests done on the material in late 1986 show it to be non-hazardous. These test results are on file in the Vista Environmental Department. Three lines which enter the lagoon are capped. No flow enters or leaves the lagoon in these lines. Water present in the lagoon is accumulated rainfall and groundwater. The lagoon is simple earthen construction. It has no concrete liner. The lagoon will be closed by pumping out all standing water and backfilling the lagoon with soil. The soil will be compacted and the top surface and surrounding area graded for proper drainage. The water table elevation, and therefore the groundwater inflow rate to the lagoon, varies seasonally with variations in the river level. The pond closure work should be done during June through August, if possible, because the dry summer months will have the lowest groundwater inflow rate. Attachment II is an order-of-magnitude cost estimate for the closure operation. The estimate was prepared using information from Mansfield plant personnel and has not been reviewed by GED. As we discussed in our phone call on March 11, a GED estimate will not be requested until the final method of closure has been deter mined. A. Preclosure Operations 1. Place a temporary pump at the side of the lagoon with the suction line located in the deepest section of the lagoon. 2. Route the discharge of the pump to a sewer or ditch to carry the water off the property to the river. Reposition the suction line as needed to remove as much water as possible from the lagoon. B. Closure Operations 1. Grade the edges of the lagoon level with the surrounding area to provide continuous drainage. 2. Fill the lagoon towithin two feet of grade with clean fill soil. Compact the soil fill in twelve inch lifts to prevent future settling. 3. Fill the upper two feet of the lagoon with clay soil. Compact the clay fill in six inch lifts to prevent future settling. The finished grade must match the surrounding area and provide a continuous slope for drainage. No pooling of water should occur on the lagoon or the surrounding area. 4. Cover the lagoon cap and surrounding area with three inches of soil suitable for supporting vegetation.
