Section I - INTRODUCTION

PURPOSE OF THE INSPECTION
EPA Region 6 inspector David Esparza, PE, arrived at the Pojoaque Terraces Mobile Home Park (MHP) (hereinafter referred to as Pojoaque Terraces) office at approximately 11:30 AM on October 30, 2019 for an unannounced inspection. I met with Ms. Heleina Fontenot, Pojoaque Terraces Manager and Mr. Tim Fontenot, presented my credentials and informed them that this was an EPA inspection to determine Pojoaque Terraces Wastewater Treatment Plant's (WWTP's) compliance under the Clean Water Act (CWA). This compliance evaluation inspection (CEI) was conducted under the authority of the National Pollutant Discharge Elimination System (NPDES) permit program, in accordance with the CWA. The generation of this report is based on information supplied by Pojoaque Terraces representatives, observations made by the United States Environmental Protection Agency (US EPA) inspector, and records and reports maintained by the permittee and the US EPA. Before leaving the facility, an exit briefing was held at 1:00 PM with Mr. and Mrs. Fontenot to request representative photograph copies of the WWTPs records.
FACILITY DESCRIPTION
The WWTP is a gravity fed minor discharger with a design flow capacity of 0.02 MGD (million gallons per day). The facility is located approximately 0.30-miles west of the intersection of U.S Highway 84/285 (aka Santa Fe Highway) and County Road 103 (aka Camino Cerrado), Santa Fe County, New Mexico (depicted in Aerial Image #1 below). The WWTP facility serves 69 mobile homes or approximately 280 residents. The WWTP is overseen by contract operator Mr. Ken Espinoza (505-929-4719/emailrraiderr2001@yahoo.com) and Mr. Bernie Alvarado on a scheduled basis during the hours of 7:00 AM to 3:30 PM seven (7) days throughout the regular work week.

The influent enters two (2) reactor vessels via gravity feed, thence traverses to the clarifier (Appendix 1 Photograph #1, Photograph #2 and Photograph #3). Sludge is wasted through a 4-inch polyvinyl chloride (PVC) pipe to a holding tank. Residual sludge is transported by truck to a permitted disposal facility. Supernatant is recycled to reactor 3 for reprocessing through a 4-inch PVC closed conduit pipe. The clarifier thence discharges to the relocated chlorine contact chamber, thence to a de-chlorination feed prior to exiting a 4-inch PVC pipe at Outfall 1 (Appendix 2 Pojoaque Terraces WWTP Schematic Circa 1995). Mr. Espinoza stated the average daily flow rate is approximately 14.5K gallons per day. The WWTP discharges its disinfected effluent through a closed conduit pipe (Outfall 001) to a point within the Arroyo Destierro (located approximately at a point described as Latitude/Longitude 35 53' 56.26" North, 106 01' 34.38"West) (Appendix 1 Photograph #4 and Photograph #5), from this approximate location the treated effluent traverses approximately 0.5-miles to the Cebolla Creek, thence approximately 3.5-miles to the Rio Pescado, thence to the Zuni River, a tributary to the Little Colorado River in the Colorado River Basin. Section II - OBSERVATIONS I observed the following and the following information was provided and/or stated:

The existing WWTP was originally constructed circa 1995 and the chlorine contact chamber, inclusive of the de-chlorination feeder were relocated and added in April 2004 (Appendix 1 Photograph# 6). Additionally, an earthen berm was constructed on the outside of the perimeter fence along with a concrete enclosure on the inside to minimize potential flooding (Appendix 1 Photograph #1).
The facility does maintain a locked fenced perimeter but does not have a back-up generator or an audible alarm, in the event of system failure.
Vagrant vegetative growth was observed adjacent to perimeter fence.
Section III - AREAS OF CONCERN I observed no areas of concern at the time of the inspection. Section IV- RECOMMENDATIONS
The facility installs a back-up generator and/or audible alarm, in the event of system failure. Section V - FOLLOW UP The following information was received by EPA in electronic form after exiting the facility October 30, 2019 on November 4, 2019.
