Attached arc my coaaants on the latter sent to EFA on April 26, 1971* In addition X made sons calcula tions to show the lack of correlation found in the graph in Appendix J. This could be used as supporting data for its* (9) of the April 23 letter!
According to the graph in Appendix J, an oxidant level of 0.15 PP, for example, requires a reduction in hydrocarbon level by 50#, fro* 9*5 pp*. to 9.25 PP*. If the correlation Is valid, nest of the tine, an oxidant levs! Of less than 0,15 PP*. would havs s corresponding hydrocarbon level of lees than 0.5 ppm* Likewise, an oxidant level of ore than 0.15 pp*. would have a corresponding hydrocarbon lave! of mors than 0.5 pp*.
The "Air Quality Criteria for Hydrocarbons," Figure 5r3, pg* 5*9* does not support this correlation* Of 133 atsasured values, 16 hsvs oxidant values greater than 0.15 PP*. The corresponding non-methane hydrocarbon values range fra* 0,5*9.S pp*. More laportantly, 117 oxidant con centrations have values less than 0*15 PP*. with corresponding non-methane hydrocarbon values ranging fro* 0.3-2.4 pp** it the correlstio* in Appendix 3 actually did exist, most of these hydrocarbon values would be less than 0.5 ppm* In reality, only 21 of the 117 measureaanta (18#) have values of 9*5 PP*. or less of non-asthanc hydrocarbon. The Justification for a real correlation in Appendix J is tenuous at heat.
