NOTIFICATION.

No. . Under the provisions of section 65, sub-section (l) clauses (a), (b)
and (c) of the Rangoon Port Act, 1905, the Commissioners for the Port of Rangoon,
with the approval of the Local Government, hereby make the following amendments to
the by-laws published in their notification No. 1, dated 4th January, 1923, and sub
sequently amended:
''
(i) Add the following by-laws after by-law 48:
49. Ethyl fluid imported into Rangoon shall be packed in air tight drums painted a light colour and distinctly marked to show that they contain Ethyl fluid. The drums shall be of very substantial construction, fitted with double screwed bungs (with the air space between) and protected by two surrounding steel rails.
50. Ethyl Fluid imported into Rangoon shall be discharged from vessels at a
berth at Sule Pagoda wharves or in midstream on to a lighter, of flat decked type,
previously approved by the Deputy Conservator as suitable for the conveyance of
such fluid in drums.

51. No consignments of Ethyl Fluid shall be landed on the Commissioners' . premises without the previous permission in writing of the Traffic Manager; or discharged in mid-stream without previous notice in writing to the Deputy Conservator..
52. Consignees of Ethyl Fluid shs.ll make previous arrangements with the Collector of Customs and the Traffic Manager for Immediate removal from the Commissioners' premises of the Y/hole Consignment.
53. No Ethyl Fluid shall be discharged:
(a) betv/een the hours of 6 p.m. to 7 a.m.; and
(b) until after all passengers on board the vessel have been landed.
54. No discharge of Ethyl Fluid at Sule Pagoda wharves shall commence until
(a) completed delivery documents have been verified by the Superintendent, Wharves; and
(b) the Superintendent, Wharves, has satisfied himself that the equipment and material necessary for dealing with any leakage found or that might occur during discharge, are available for immediate use. J'he requisite equipment and material shall be supplied by the Consignee.

55. When discharged at Sule Pagoda wharves has been permitted, every consign ment of Ethyl Fluid shall be inspected on board the vessel by the Consignee's representatives and the Superintendent, Wharves. Ho Ethyl Fluid drums showing signs of leakage shall be landed until suitably repaired or placed in a larger receptacle offering sufficient protection from leakage.
56. Discharge of Ethyl Fluid shall be supervised by a responsible represen tative of the Consignee, having an adequate technical knowledge of the material be ing handled.
57. Consignees shall provide labour for handling and vehicles for the immediate removal of the consignment from the Commissioners' premises. In the case of mid stream delivery consignees shall provide lighters.
58. Ethyl Fluid drums sha.ll be discharged ex vessel in wire nets by the Com missioners' cranes direct into Consignee's vehicles and shall not be landed on the wharfhead. Drums exceeding 10 gallons capacity shall be landed singly.
59. No Ethyl Fluid drums shall in any circumstances be stored in any of the Commissioners' transit sheds or open sheds.
(ii) Renumber existing by-law 49 as by-law 60. (iii) In the Schedule -Hazardous goods- under entry "Cotton (whether in fully pressed bales or otherwise)"
Add "Ethyl Fluid (Solution of Lead Tetraethyl in Ethylene Dibromide)".
