This represents the RI/FS which they propose to do under the NPL after Area I is listed. Because of the inclusion of the entire geographic area of the proposed Site; the inclusion of all source areas, residential sampling, etc.; and the clear intent and expectation of EEPA that the NPL listing for Area I is imminent, it is clearly not in the best interest of Solutia to enter into a voluntaiy agreement to do this work. The first guess on the cost of the first phase of the proposed RI/FS is in excess of $10M. If listed as proposed, started with this RI/FS, and managed as a traditional Superfund Site, final cost for Area I will well exceed the $100M threshold.
