Previous Enforcement Actions: No previous enforcement actions by the EPA, but the site was inspected for compliance with the CGP on August 30th, 2024. III. Type and Purpose of Inspection On April 17th, 2024, the EPA conducted a compliance evaluation inspection at Route 111 Auto Sales (the " Site " or " Development "). The inspection's purpose was to determine compliance regarding conditions and requirements set within the Construction General Permit (' CGP "). IV. Facility Description The 409 Emerson Avenue, Hampstead, New Hampshire Site is the construction of a new car dealership, including a dealership showroom / office building and multiple parking lots. A newly constructed office building, and surrounding parking infrastructure, was complete at the time of the inspection. Multiple functioning catch basins and stormwater structures are present on the Site and serve to divert stormwater into a detention and percolation basin in the southwestern corner of the project footprint. According to the facility's design engineer, Millenium Engineering, Inc., the design infiltration rate of the basin is 0.3 inches per hour. V. Inspection I arrived at Route 111 Auto Sales at approximately 9 a.m. A. Opening Conference Upon arrival at the Site entrance, I placed a phone call to Mr. Gerraughty, who is listed as the owner on the Site's Notice of Intent to discharge under the CGP. Mr. Gerraughty explained that he was not present at the time of the inspection and could not attend due to travel plans. I asked Mr. Gerraughty if I could be granted access to the Site, despite his absence. Mr. Gerraughty agreed. B. Facility Tour Eleanor Horvath, Karissa Oakes, and I (" EPA Inspectors ") entered the Site by passing under a rope barrier and proceeded to take photos of the conditions of the Site. I noted that one area, marked in the photo album as " A " on the southern perimeter of the Site, was un - stabilized and had saplings planted at the shoulder of the parking lot (slide 1-2). 2 ED_019088A_00004368-00002 During the previous inspection on August 30th, 2023, this area " A " held numerous stockpiles of soil with varying levels of stabilization and construction activity. Within this area I observed a downed silt fence with accumulated fine and course sediment (slide 3) on both the upgradient and downgradient side of the fence. I observed another downed silt fence farther along the silt fence perimeter (slide 4). The slopes bordering a recently paved area west of the office building were mostly stabilized (slides 5-6). The EPA Inspectors continued to walk the perimeter of the Site, observing the condition of stormwater control measures and general site stabilization. Steep slopes on the northwestern portion of the Site had rip - rap installed and was seeded. The perimeter of this slope featured a silt sock in addition to a mulch berm where the pitch levels with a forested area (slide 7-8). D. Closing Conference The EPA Inspectors departed at approximately 9:45 AM. Unless otherwise noted, this report describes conditions at the facility / property as observed by EPA inspector(s), and / or through records provided to and / or information reported to EPA inspector(s) by facility representatives and as understood by the inspector(s).
