Braeswood Houston, Texas 77035 Dear Mr. Runbeck: The purpose of this letter is to inform you that the Occupational Safety and Health Administration (OSHA) has put into effect regulations which apply to workers exposed to Vinyl Chloride Monomer (VCM) in the course of their employment. These regulations were published in the Federal Register, 29 CFR 1910.93 (g) and became effective April 1, 1975. A copy of the Federal Standard is attached for your information, (attach ment A). As you are aware, Continental Oil Company's Westlake, Louisiana VCM Plant is a producer of the material covered in the regulation and therefore is subject to all provisions set forth in the standard. Persuant to the contract being worked out between CONOCO and Fluor, your company is required to abide by all rules and regulations of federal, state, or local governments as well as those standards set specifically by CONOCO related to work done in their plant locations. The following requirements should be noted: a) The contractor will be required to provide their employees the necessary personnel monitoring, respiratory protection, medical surveillance and recordkeeping required by the standard (see Exhibit A). Contractors not in a position to perform such requirements as stated above can request the VCM Plant to perform such requirements. In such case, a contract shall be required between the two parties and be approved by the VCM Plant Manager. A sample of such contract is included in this package (see Exhibit B). Medical surveillance and recordkeeping will not be contracted for and will remain the contractor's responsibility. The Safety Department will assist the contractor in obtaining such services. b) The contractor shall be required to attend and receive the required training instruction regarding the VCM standard and plant safety re quirements to be provided by the VCM Plant Safety Department. VVC 000001423 c) The contractor shall be required to familiarize his employees with the VCM Plant safety rules, procedures and standards, specifically those requirements pertaining to vinyl chloride exposures, regulated areas, emergency procedures, etc. (attachment B).
