substances were brought before the com mission for action by cltliens or outside groups, despite an April 1V7Gcommission staff memo calling lor Immediate action'
toward a sweeping ban on many asheslwcontalntng consumer goods.
With one commissioner absent, the commission split 2-2 on the best way to end the sale of the three products. Two commljsfoncn favored a quick ban under the Hazardous Substances Act with provi sions for dealers (o repurchase goods from consumers The two other commissioners favored action under the Consumer Prod uct Safety Act, a morn time-consuming Xep faking perhaps months before a ban takes effect.
