Ur* Voorhees stated Johruj-Manvllio*a situation as fallows*
Our policy has been, to provide the best neana possible that we
knew of, nlth respect to eliminating dust hazards in our nenufsuturing
Operations*
.
/-.. ,
Our future policy with respect to this natter is, briefly, to
have the Metropolitan Life Insurance Company undertake a check-up of the
dust conditions in our various departments, and thus obtain their opinion
on the present efficiency of our dust collecting systems; and to back this
up ourselves by training one or two individuals within cur can organization,
with the help of Dr. Lanza, in asking dust counts, so that periodically in
the future we can find out exactly what the conditions ere within our fac
tories* On top of this we anticipate having the most able engineer or
engineering firm to check the actual efficiency of the dust collecting sys
tem which we have in effect and to moke rGConaendaticns with respect to the
iaproveaaat thereof

From the viewpoint off the industry with respect to this natter It is our' opinion that, rather than sake it a Code matter or on Industry natter, the problem be handled on the basis of personal contacts with the
individual manufacturers of asbestos product-3, giving then the opportunity to cone into a standardised operation end split the cost on the basis of the work performed for each individual aeaufaoturor. In our contact with Dr* Lenza wo find that ho is very willing to perform these operations of checking the dust conditions and giving us hia advice, on a very, very favorable arrangement, which aeons that we sro practically to pay only the out-ofpocket expenses in connection with thoir representatives*

Op to the present time we hare 41cussed this natter with only EaybeBtos-Manhattan, Inc* Re haven* t discussed It with anybody else* Hr* Dewey has asked us for information, and we have asked hla to cone to Hew York and talk the natter over* We took this position purely from the standpoint that we didn't want to discuss the problem except with those who are directly interested in the combined situation and those who are willing to pay for the information developed* Each company would pay its own expenses in connection with the surveys made by Dr* Lanzo* However, in connection with the expert, the proportion of that expense which each company will split will be decided later*

After a general discussion of the entire problem, it was decided that Baybeetos-Hanhatten, Inc* and Johns-Usnville Corporation would together avail themselves of the opportunity of having the Metropolitan Life Insurance Company bring up to date the survey with respect to dust conditions in their respective factories* For the purposes of accomplishing this end obtaining the mw-Hmmn results, a co-ordinating committee consisting of the following gentlemen would be formed*
Mr* O.H* Cilley, Plant Manager of the R&ybestosManhattan, Inc* plant at Manheia, Pa*
Mr* J* Heinsohn, Plant Manager of the EaybestoaManbattan, Inc. plant at Charleston, S.C*
Ur* S*A. Williams, Vice-President in Charge of Factories and Mines of Johns-Manvillo Corporation*
Hr* Vandiver Brown, of the Legal Department of [ Johne-Manville Corporation*
Zt was decided not to appoint a chairman of this committee, bat Ur* Vandiver Brown was appointed secretary and it will be his duty to arrange the various meetings of the committee*
The policy of the two companies concerned is that they desire through the operation of this committee and the resulting investigations to obtain, each for itself, the best practice possiblefbr the elimination of dust and the protection of employees*
It was deoided that this committee would contact Dr* Lanze, arrange for the work to be started, end obtain Dr* Lanze*s recommendation with re spect to locating or developing an expert whose services might bast be util ized from the standpoint of court work In connection with dust elimination*
5k - It iras thought desirable thst the two respactlve coapcnies proceed with this voxfc, as soon aa practicable, befora approaching other Embers of the industry* e-ad that at this tine the third ccmpany to be approached would probably be the Uultlbcstoo Coisp&ny*
With respect to publicity* Tfaile it nay ba desirable because of changing ccoditlcsaa to publish tho first report of the Metropolitan Life Insurance Co*, our pest policy of keeping this natter confidential is to be pursued and the question of publicity deferred until euah tine c.s the second report is available for our analysis*
Hr* Vandiver Brosa arranged with Dr. Lsnaa this gaming to hold a seating on Thursday* January 4th, 1934* at 2*39 P*M* in the offices at Jobas-Jisnyllle Corporation, 22 East 40th Street, New Xoric City, end in addi tion to Dr* Lease end the above-nosed cased.ttee, it was understood that the secretary would ask Mr* 4* B* Fisher and Ur* D* C Emton, frost li&nvllle, H J# to attend the neoting*
