Provided CBI warning to facility The following information was obtained verbally from Gerardo Orozco and Ricardo Marioni unless otherwise noted. Process Description: Evraz accepts small appliances for recycling from the public and commercial suppliers. It does not perform refrigerant recovery. The facility has a third-party service perform refrigerant recovery. It only accepts car bodies from other scrap yards; it does not perform car processing on-site. Staff Interview: The facility performed refrigerant recovery on-site until 2019. Since 2019, the facility has had a third-party perform refrigerant recovery on intact small appliances from the general public. The facility has a verification statement for the general public to sign that included lines for the person who performed the recovery and signature. Industrial suppliers have a contract with the facility. TOUR INFORMATION EPA Tour of the Facility: Yes Data Collected and Observations: Inspectors reviewed the facility's CFC evacuation log from when the facility performed refrigerant recovery; the log had its last entry in 2019. Inspectors observed examples of verification statements, contracts, and third-party refrigerant recovery receipts. Inspectors observed scrap piles of scrap metal from the general public. Inspectors observed the staging area for small appliances that have refrigerant recovery performed by a third-party. Inspectors observed the refrigerant recovery equipment that the facility used when the facility Page 2 of 4 performed refrigerant recovery on-site. Inspectors observed scrap piles from industrial suppliers. Inspectors observed appliances in the industrial supplier scrap piles; inspectors were able to examine one appliance from the pile closely and did not observe evidence of proper recovery. Inspectors also suggested that the language of the signage be modified to accurately reflect the facility's refrigerant policy; the facility does accept small appliances containing refrigerant, but the signage says the facility does not.
