We met with Brian Bulage, City Maintenance Supervisor, and Takoda Newberry, City Maintenance Assistant. I presented my credentials to Mr. Bulage and informed him that this was an EPA inspection to determine the Facility's compliance with their National Pollution Discharge Elimination System (NPDES) permit and the Clean Water Act (CWA). The scope of the inspection is to evaluate the compliance of the facility's laboratory and sampling with NPDES operating permits. The Facility's laboratory personnel, Marcus Ortega, Laboratory Technician (full time), and an employee of the New Mexico Rural Water Association Paul Chavez, Wastewater Technician (part time, as needed), were. not available at the time of inspection. A conference call was held between the two laboratory personnel and myself at 9am CST on December 3, 2018. The inspection was conducted under the authority of the NPDES permit program, in accordance with the CWA. Samples were collected by the New Mexico Environment Department (NMED), in accordance with the NMED's Quality Assurance Plan, ofthe Facility's effluent and influent. This report is based on information supplied by facility representatives, observations made by the EPA inspectors, and records and reports maintained by the facility and the EPA. FACILITY DESCRIPTION The Facility is not accredited under National or Private programs. The laboratory has one(!) laboratory technician undergoing training from an employee of the New Mexico Rural Water Association to receive his first and subsequent wastewater certifications fiom the State of New Mexico. The employee of the New Mexico Rural Water Association provides training and onsite technical assistance part time, as needed. The laboratory performs pH and Fecal Coliform (E. coli) testing under their NPDES operating permit. The remaining required testing is sampled on site and sent to a contract laboratory, Aqua Environmental J:esting Laboratory, in Las Cruces, New Mexico, to satisfy the permit requirements. Section II - OBSERVATIONS The inspectors reviewed the equipment and instrumentation available during the on-site inspection and took Total Residual Chlorine (TRC), Total Suspended Solids (TSS), Total Coliform (TC) I E. coli samples, including duplicates and blanks, from the effluent and TSS samples from the influent.
