Worstel1 W. C. Young Absent L. R. Hart D. C. Vickery 1. A compliance schedule progress report was provided by G. D. Hutcheson. Con trary to what we have been telling the EPA, i.e., no action to be taken where relief values are concerned pending their ruling on UCC's equivalency proposal, purchase orders have been issued for safety valves and rupture discs to be installed on autoclaves in vinyl chloride service. (Source #'s OlA, 015, 016 and 017). To report this to the EPA now would,of course,be awkward and, furthermore, may jeopardize a favorable ruling by EPA on the equivalency matter. Hence, it is recommended that we withold any relief value-related correspondence with EPA until U/A is obtained with the Managerial, Production and Engineering Departments on this matter. A meeting will be held on June 7 to re-establish U/A on our course of action. 2. R. E. George reported that due to failure of receipt of timely, necessary information by the Engineering Department we are unable to meet the first compliance schedule date, 6/1/77, for Source #001 (rectifiying column modifi cations). As a consequence, we are at this time uncertain how this will affect intermediate, incremental progress dates of the compliance schedule. EPA will be notified of the delay in progress. It appears that the "end date" will still be met, and the EPA will be so notified. 3. R. E. George reported that plans are progressing to revise an existing flowmeter in the SVR Unit which will enable measurement and recording VC1 vent emission flow rates ducted to the IPH for incineration. A. G. D. Hutcheson reiterated the scope of the emission control project for ducting storage sphere/refrigeration vent emissions from North Charleston to the IPH boiler. It includes a similar flow meter and will be installed in the main line leading from the SVR Unit, downstream from that unit. This will provide a means of checking the SVR Unit flowmeter during no-flow condi tions at North Charleston as well as providing atota1 flow rate from both sources. 5. No discussion was held regarding check gas preparation and other analytical matters as planned, because laboratory personnel were unable to attend this meeting. Proposals appeared In the Federal Register, June 2, 1977* and any emission control projects started after this date would be subject to an amended standard which In effect Is more stringent. 4.
