Final rule of the Department of Environment and Conservation, Air Pollution Control, amends regulations under RRT 1200-03-18-.24 concerning volatile organic compound (VOC) reporting requirements for gasoline dispensing facilities. The rule requires gasoline dispensing facilities in Anderson, Blount, Davidson, Knox, Rutherford, Shelby, Sumner, Williamson, and Wilson counties that emit 25 tons or more of VOCs during a calendar year to report specified emissions to their permitting authority. The rule also updates provisions concerning exemptions from gasoline dispensing facility reporting requirements to reflect federal requirements under 40 CFR 63,

The alleged deficiencies relate to discharges from washdown and washout of trucks and equipment at the company's facility in Saluda.
