Grumbles November 1, 1991 MEMO OF OCTOBER 29TH REGARDING CLEAN AIR ACT AMENDMENTS VISIA This memo is in response to your suggestion regarding the need for a team or individual to analyze and report on developments and implications of the Clean Air Act amendments. The Environmental Department has been following this Act since the early stages of the revision effort. When the amendments were finalized, an executive management briefing was held. Numerous memos and other communications have occurred regarding the impact of the Act and the steps necessary to address or deal with the impacts. It should be noted that the Act will result in a continuous promulgation of implementing regulations over the next 3 to 5 years . These regulations are just beginning to be proposed with few as yet finalized. To accurately predict the impact of these to date is a guessing game at best. The emphasis of our analysis, and the focal point of our communication to date has been on the impact of our manufacturing operations. As we move forward it is clear the implementation of certain sections of the Act may present commercial opportunities, such as substitute fuel additives or low VOC containing solvents. To fully explore these opportunities would require the joint efforts of my group and those on the commercial side. We will be happy to participate in these activities.
