Results of the asbestos area monitoring and sampling survey performed in January is attached for your review andrecommendations. It is noteworthy that only the former "asbestos bagging and sewing room" in what is now Dept. 222 needs addressing at this point. Fiber concentrations here are at the action level requiring medical surveillance, which is already being done. Considering what abatement costs are, I would advise containment of the area
ejb sealing it off, as we .have already done to the wet-mix room.
Personal monitoring of John Poynter, while cutting and shearing coils of
asbestos containing facing, indicated a level of exposure well below either
the permissible exposure limit or action level.

Four samples of ceiling tile taken from the front loby, two areas on the third floor (formerly Dept. 218), and Tom Gorman's office all proved negative. as did a sample of the blown-on insulation taken from the pre-cote oven room adjacent to Dept. 214.
1 might also add that we are now fully equipted to perform small scale, emergency,in-house asbestos abatement jobs on steam insolation (such as valve replacement).with the use of glove bagging techniques.

RE: Limited Airborne Fiber Concentration and Bulk Asbestos

Dear Mr. Ferley;
Enclosed are the results of the bulk and airborne fiber samples
obtained at Victor Products. The only bulk sample that proved
positive for asbestos was the sample obtained from the upper
surface of a piece of precariously hanging ceiling panel in the
former Bagging and. Sewing Room.
This
sample contained
approximately 68% asbestos in a settled dust form. You are advised
that samples containing
1% or greater asbestos are considered
hazardous ..material .by OSHA. and the EPA.
Airborne fiber` 'concentrations in the former Bagging and Sewing
Room reached 0.1 fibers per cubic centimeter. This is the OSBA
"action level." The
action level requires
that medical
surveillance be administered to all employees exposed -to this
level for 30 days, or more per year. While this fiber concentration
may appear to be low, ' I must advise that it is 10 times higher
than we normally obtain for background readings.
Our impression of . the Bagging and Sewing Room is that it poses a
serious health risk to
anyone working in or near the area. We
'advise-~'thaf*~~you consider ' abating this Room to' avoid possible
employee claims of exposure liability.
