Messick Date December 8, 1983 Subject SUPERFUND REPORTING (conoco) Received * 0EC12'83 At 12:12 p.m. on December 6, 1983 I called the National Response Center (800-424-8802) to report a discharge of vinyl chloride to the atmosphere. Petty Officer Ambrozewicz accepted the report. I told him that at 7:50 a.m. on December 6, 1983 our plant experienced a minor release of vinyl chloride to the atmosphere. I told him that the discharge occurred through a relief valve in a system that was not in use and was being prepared for mainte nance. A vessel became hydrostatically overfilled and 'a small amount of vinyl chloride was released from the system. The corrective action taken was to open up the vessel to a vinyl chloride receiver which caused the system pressure to return to normal. The relief valve then stopped dis charging. The amount of the discharge was estimated to be 5-10 pounds. I told him that there were no injuries and that the incident would be reported to the Mississippi Bureau of Pollution Control. At 4:35 p.m. on December 6, 1983 I called Jerry Banks of the Mississippi Bureau of Pollution Control to report the Incident. I related the circum stances of the release to him. I then stated that it was our position that this was not a reportable release under NESHAPS regulations as the vessel was.not in vinyl chloride service at the time of the release because it con tained less than 10 percent vinyl chloride. I told him that I would send a letter explaining the circumstances of the release and giving details sup porting our position. i r v.
