In the fall of 1978, with Mr. Caporossi's active par ticipation, we negotiated a settlement agreement on engineering changes and administrative methods with OSHA for the Chicago Plant, which was received, signed, in January 1979.
In January 1979 ,.. the plant manager requested monitor ing assistance from Mr. Caporossi, who promised surveys two times a year, with any other surveys to be per formed by OCD.
The new OSHA lead standard, effective March 31, 1979, calls for an initial sampling within 90 days or the use of prior data to establish if employee exposures exceed the permissible exposure level. Our data shows we do; thus, the initial sampling wasn't needed. Thereafter, monitoring is required every quarter.
In May, the plant manager requested regular monitoring assistance as called for in the lead standard. On June 18, the Corporate Industrial Hygiene section with drew the previous promise due to a lack of manpower and stated it could provide guidance only, not do actual monitoring. Prices were obtained for outside con sultants, but no action was taken because a Corporate Industrial Hygiene audit was planned for July 24 thru 27 which was enlarged to include monitoring. The new OCD Division Safety Manager, Mr. Jaraszewski, participated in the monitoring survey and also the fitting of respirators. When the analyses were made, air levels had risen over the prior year from 2 to a maximum of 10 times.

Mr. Caporossi and Mr. Jaraszewski returned on August 15 thru--17 to sample further and determine what type of problem we had. They confirmed the earlier higher air leyeT" results. Mr. Caporossi's report is attached. Mr. Jaraszewski will perform the regular monitoring called for in the lead standard the week of September 24 and further determine corrective action.
The plant had been conscientiously monitoring the venti lation equipment weekly with velometer measurements of the ventilation hoods. Mr. Caporossi instructed them to use pitot tube in the ducts, a preferred method, each month instead.
Independently, the blood lead determinations jumped about 30% in the August 17 readings. The plant shut down for vacation on August 20. The blood lead read ings have shown erratic excursions in the past. The lead standard calls for a recheck because of this variability. A blood lead recheck taken after the em ployees returned from vacation is due September 20, when we will know if we have a test problem or a real blood lead problem.
On July 10, at the request of the plant manager. Dr. Tobin of Central Medical gave a talk to employees on levels of lead in the blood, as part of our cam paign to reverse a gradual upward trend in blood lead levels in 1979.
Our plant manager has discussed the latest monitoring results with his employees and taken corrective actions as indicated. - Further analysis is continuing.
Control of lead exposure is an ongoing function at this plant. We have been working cooperatively with Corporate Industrial Hygiene to monitor and resolve problems.

The results of air sampling performed by S. Jaraczewski and the writer are attached. These results confirm the exposures determined by Messrs. Shotwell and Jaraczewski on 7/24 - 25/79.
Lead exposures have generally risen since last year, as have employee blood leads.
Several actions are recommended to correct this situation and prevent its recurrence. These actions include:
1. Clean and balance ventilation system. Several dampers were missing or readjusted. As previously recommended, tack weld dampers after balancing.
2. Check efficiency of ventilation system on monthly basis, as per Industrial Hygiene Standard. Checks were being made but improperly with the wrong type of equipment. The writer discussed the proper procedures and equipment with Mr. Johnson.
3. Correct deficiencies noted in Vacumax system. It was being operated without shroud during this visit. Also, the operator complained that the unit was not operating as efficiently as it had in the past.
4. The P&S Drier was running with doors open under positive pres sure. Assure proper operating procedures.
5. The Raymond Mill appeared to generate much higher dust concen trations than noted in past years. This may be an operating problem associated with overloading the manual feeding system.

Until airborne exposures are reduced to 500 ug/M3 or less, respirators with higher protection factors must be used. A full face piece respirator with high efficiency filters (p.f. = 50) is adequate for all jobs except the 712 Process Operators. For this job an even more efficient unit, e.g., air supplied full-face unit, is required for part of the shift. Once exposures are reduced to previous levels, air sampling should be done regularly, per the OSHA regulation, to assure continued control. All of the above recommendations should be acted on immediately to stop blood leads from rising, to correct violations of the OSHA regulation, and to preserve our settlement with OSHA.
