Before I can adequately respond to your request It Is necessary to con sult with personnel at the locations you mention and others associated with these business areas. It would be most helpful to me In approaching these persons to have a better understanding of the end result of the work you plan since the same basic- type of information was supposed to have been collected by Arthur D. Little, Inc., as part of their contract with EPA for the development of effluent guidelines. This contractor did visit our silicones manufacturing facilities at SlstersvlIle. West Virginia. It is our Intent to cooperate where possible in the development of infor mation that wilt lead to promulgation of regulations which are technically accurate and reasonable. Robert Lenz, my colleague In the Chemical Engineering Department, and I have a contract. No. R-801200 from the Industrial Pollution Control Branch of the Environmental Protection Agency. The contract officer Is Mr. Paul E. DesRoslers. The general purpose of this contract Is to obtain technical Information relative to the waste streams (water) generated from the production of plastics and synthetic resins. The particular products with which we are most concerned Include silicones, PPO, nylons, urea and melamine formaldehyde, phenolic resins, rayon, cellophane, epoxy resins, polyvinyl alcohol, polyvinyl acetate, etc. Our main purpose. Is to obtain data on the characteristics of the waste streams generated and their treatability. We are also concerned with recommending what (If any) technology Is needed to further treat these streams to meet future water pollution standards. The type of Information we need Includes: 1) Data on types and amounts of chemicals which are present In the waste stream and their treatability; this Information can be des cribed by numbers such as BODg, COD, TOC, GLC analyses etc. 2) Information on where these chemicals come from In the process and whether their concentrations or quantities can be reduced. Specifically we would like to visit your Slstervllle facility to see the epoxy plant, the phenolIcs manufacturing facilities at Marietta and Bound Brook and the Texas City, Texas plant. After such a visit we will prepare a trip report which Is sent to you before release to the E.P.A, Union Carbide will then be able to edit the report for any factual errors and to Identify what, if any information is confidential. Information so Identified Is then not released to the general public, but goes In a confidential file kept by us and the project officer.
