Please be sure to complete WAVES for entry to this meeting by cutting and pasting the following link: https://events.whitehouse.qov/?rid=Y3PTCYQVXV Attachments: 1) Meeting agenda 2) Discretionary Standard SOP - clean copy (also attached is the redline version so you D0l_00011511_00013845 can see how comments were addressed) The SOP was developed through an iterative process starting with two rounds of review and comment at the Working Group level (drafts distributed on May 23rd and June 12th) followed by distribution to Council members on Sept 27th for review and comment. Thank you for your input on the drafts. Please work with your CERPO and/or Working Group members to ensure you are prepared to discuss and vote on the SOP at the meeting next week. Please note that the tight time frames in the SOP are dictated by the statute requiring FIN determinations within 14 days of submission of a complete FIN. 3) Revised Proposal to Add Mining as a FAST-41 Sector I sent an initial proposal to Council members on January 16, 2018, with review and comments/questions due on February 13, 2018 followed by a phone call to discuss on February 23, 2018. Attached is a draft revised proposal reflecting agency comments and responses to questions. My office currently is conducting additional outreach to a diverse group of stakeholder. I will further revise this draft proposal to reflect any additional information resulting from that outreach. 4) Cooperating Agency Discussion Prompts Please review the attached discussion prompts to help prepare you for the Council meeting discussion on cooperating agencies. 5) Transcript from last quarter's Council meeting For your records, attached is the transcript from the last quarterly Council meeting. If you, the Council member, will not be attending next week's meeting, I will need from you in writing via email who you designate to cast your agency's vote on the Discretionary Standard SOP.
