SELF-INTRODUCTIONS AND APPROVAL OF MINT7TES The meeting was opened with a round of self-introductions. Minutes were approved as submitted. H. FINANCIAL REPORT Bob Burnett reported that there were no expenditures to date against the Technical Committee budget. III. UMEA Distributed first draft of UMEA report. Some concern expressed about possible enviro pick-up. Noted that this is a small scale experiment, perhaps influenced by the copper effect. TASK FORCE INVENTORY - Incineration (Don Goodman) - Kansas Pipe (Dave Eckstein) - EDC/VCM (Ron McCreedy) - Plasticizer (TBN) - Additive (TBN) - Fire Science (Bud Hall) (near to sunset) V. PROJECT UPDATES - Finalized KS Project - Incineration (D. Magee) - UMEA study (historical review, commented further on first draft). - VOC update (D. Goodman). Concern that EPA will tighten standards for processors. See if KPA interested. Discussion of University of Lowell report. Work with Pat Toner of SPI to organize processor seminar. - Estrogen mimics (Goodman). Proposed Berens project to brief NSF on dioxin in water supply. Requested $4,000 to cover this. Ok to proceed. Food/Drug/Packaging Group (SPI-Susan Howe) also studying Bisphenol A/ Nonophenol. VI. NEW BUSINESS Plasticizers/additives discussion (F. Krause). Review of Swedish EcoCycle report. DEHP on "toxics list" of Environment Canada. FDA inquiries to Geon (re plasticizers in blister pack). Board directed a task group be assembled to address the plasticizer issue and work with CMA phthalate esters committee. Organotin problematic in Europe. Mike Fisch (Witco) agreed to develop a two-pager on tin stabilizers. A task group will do DEHP and interface with the CMA committee. Discussed zero dioxin. Accidental fires a concern (GP) Rough modeling by Bill Carroll indicates 14 grams/year in the USA (all fire sources) Revisited Bisphenol A/ Nonophenol proposal (Goodman). Will attend next two meetings and bring recommendation to January meeting. R&S 144054 -3- Raised the issue of the Wire and Cable final report forwarded by EVC/Norsk Hydro for possible VI publication in the United States. A study group (Hall/McCreedy) will review and recommend action. VII. FIRE SCIENCE MEETING FOLLOWING TECHNICAL COMMITTEE MEETING Detailed discussion of fire science (Hall/Strength). Burnett to write UL expressing interest in project. Task force to follow-up (Hall/Strength/Hirschler/Krauskopf). (Completed 9/20 - see attached) The combined meeting (Incineration Task Force/Technical/Fire Science) was adjourned at 2:30 p.m.. The next Technical Committee meeting will be held at the SPI offices in Washington, D.C. on Wednesday, January 18, 1995 from 8;30 a.m. to 3:00 p.m. Dinner plans for the evening before will be announced in due course.
