Before Congress at the present time are two bills -"HR 15848 and S 3466. These would empower the Secretary of Health, Education and Welfare to regulate fuel and fuel additives - including lead. There are strong indications that iead additives will probably be the first affected. The State and Federal campaigns to fccus the automobile emissions problem on lead additives has relied heavily on misrepresentations and inaccuracies. Many of these have been presented to, and seemingly accepted by, the various committees as they have heard testimony cn the bills. The situation is acute. We must realize that in this age of environmental concerns, other markets of the lead industry could be attacked by seriously concerned citizens who are not familiar with the full facts. It is cniy a matter of time before this could happen if the industry fails now to take a unanimous stand. At the April 9 meeting of LIA's Board of Directors, it was agreed that the position of the LIA on lead additives in gasoline should be brought as directly and as strongly as possible to the attention of the Federal Congress. The LIA:s position statement has been prepared. Ten copies are attached. It was further agreed at the board meeting that constituents could best make any presentation on behalf of lead - personally where practical - by personalized mail where not practical. Will you, therefore, forward appropriate numbers of these to your various plant managers or others in your organization best qualified to act. In your letter of transmittal, please require that they promptly take the steps necessary (as personally as possible) to place copies of the LIA position statement with their congressmen.
