I met with Mr. Blake Berry (Owner) at the Opening Conference. I presented my credentials to Mr. Berry and informed him that this was an EPA inspection to determine the facility's compliance status with the Concentrated Animal Feeding Operation (CAFO) regulations as authorized by Clean Water Act (CWA) Section 308. The scope of the inspection included a compliance evaluation of the facility's site operations and record keeping determining the designation of the facility as a CAFO. For biosecurity purposes, I toured the site in over-boots. I was accompanied by Mr. Berry. FACILITY DESCRIPTION Clinton Livestock Auction reported to ODAFF that they have sold a total of 26,827 combined cattle in 2022. Mr. Berry estimated they sell approximately 600 to 700 head a week. They sell beef cattle. Auctions are held every Tuesday. Animals are housed for 48 to 72 hours before each sale. Animals are housed in open pens with a few shaded spots (photo 9). Pens are cleaned via scraping once a month. The facility had received heavy rain the week of the inspection and was in the process of cleaning pens. Manure was being piled in a pen due to the rainy conditions (photo 1). Manure is then given away to 3rd party farmers. Mortalities are hauled off by a 3rd party vendor. The livestock market uses hay for feed (photo 3). There is a waterway located west of the facility. A vegetative buffer and berm separate the facility runoff from the waterway (photos 5-7). A concrete barrier is in place on the east side to keep runoff from flowing offsite into the nearby street (photos 8 and 12). There is also a small vegetative strip between the fence and concrete barrier (photo 12). Unused pens are positioned on the north end of the facility that are fully vegetated (photo 10). Section II - OBSERVATIONS Clinton Livestock Auction has the animal numbers required to meet the medium CAFO regulatory definition based off their 2022 reported sales and estimates from the owner. Clinton Livestock Auction is well managed. No potential issues were found during the inspection. Section III - AREAS OF CONCERN There were no areas of concern found at the time of the inspection. EPA Region 6 inspectors conducted a closing conference for the Clinton Livestock Auction inspection at approximately 11:17 a.m. on June 14, 2023. During the closing conference, the inspectors reviewed findings with Mr. Berry. Section IV - FOLLOW UP No follow up has occurred since the inspection.
