C* 2 Dear Mr. Fossatt* X acknowledge with thakks receipt of your memorandum of June 9 with, regard to the proposal for a certain type of Ethyl mixing plant designed by the British Air Ministry. I regret that I hay riot been in a position to rake a more prompt reply but I have been out of town for several days. It is not clear to me if you mean to use this blending plant merely to protect against destruction from air raids or if you do intend to operate it during air raids. If the latter is the case, X think that you nmy be in viting a good deal of trouble* On the other hand, if it is merely as a cache for Fluid and equipment storage to afford a hotter degree of protection then probably the general idea may b reasonably satisfactory* However, it is my opinion that you could do away with all of the actual mixing in the underground plant and merely use the chamber as a means of storing the Fluid. You can have* of course, certain connections outside whereby you could do your mixing by bringing out your equipment, setting it up and rolling out the drums. X do not think that the ventilating system would be absolutely necessary under these circumstances, as you could probably design a platform so that there would be a sewer butlet for flushing down any Fluid which might be spilt and men doing this work could be protected with air or canister masks.
