In reply to your letter of February 9^ concerning the experimental set up of a proportional device in connection with a bulk mixing installs felon* I am glad to give my approval to this as an experimental project. Before entering into the proposition, however, I think you should express our feeling that the method of mixing is of doubtful value and that under no circumstances is any such type of equipment to he substituted for our normal mixing pro** csdures afc points where storage tanks and mixing tanks arc available. We can not, as a matter of safety, wipe out the results of years of experience with an adequate mixing equipment by giving our consent, even tentatively, to the use of a doubtful method. It must be understood, therefore, that this type of equipment, if acceptable and if satisfactory in performance, is applicable only to those situations in which for one reason or another mixing tanks can not be erected. It is apparent that the acceptance of this proposal opens the door, in some measure, to direct mixing into tank cars or other mobile equipment* For this reason I have the greatest hesitancy In approving this procedure even as an experimental set up, and I do so only because I wish to demonstrate to Socony that I would like to cooperate with them In every reasonable procedure.
It would be well to discuss this problem with Dr. Edgar and to arrange, before going into the matter with Socony further, that samples of gasoline be taken at suitable points after the admixture of Fluid and gasoline, with the idea of determining the limits of accuracy of this method of mixing. Obviously other experimental obser vations will have to be made, but this point Is important since we shall have to satisfy ourselves as to the limits of error associated with such methods of mixing. We shall undoubtedly wish to see this equipment In operation over some period of time, and for that reason I shall want to be kept
