H is g e n e ra l comments concerning th e p resen ce o f a sb e sto s and fib e rg la s s w ere: 1 . I f we u se an y a s b e s to s a t a l l , r e g a r d le s s o f th e p a r t i c l e l e v e l in th e a tm o sp h ere , we m ust conform to OSHA's p h y s ic a l e x a m in a tio n p ro c e d u re s f o r em ployees. I f the atm osphere c o n ta in s more th an f iv e f i b e r s per cu b ic cen tim eter on a tim e w e ig h ted a v e rag e we m ust a l s o conform to th e OSHA c lo th in g procedures. 3 . I f we exceed th e te n f i b e r p e r c u b ic c e n tim e te r t o le r a n c e l i m i t we must take c o rre c tiv e a c tio n to b rin g th e atm osphere w ith in to leran ce lim its and i n s t a l l a tem porary program o f using re s p ir a to rs , e tc . u n til such actio n is com pleted. 4. The time w eighted average procedure can be based on a fo rty -h o u r work week r a th e r than ju s t the eig h t-h o u r work day in ord er to conform to the stated lim its. 5 . He conmended us on th e c le a n up a c tio n we had ta k e n and s t a t e d OSHA was im pressed by a c le a n lo c a tio n . In exam ining a re a s such a s our m olding o p e r a tio n OSHA f i r s t lo o k s a t th e c l e a n l i n e s s . I f th e OSHA in sp e c to r fe e ls a problem e x is ts he w ill then c a ll in an In d u s tria l Hygiene s p e c ia lis t to conduct t e s t s . He commented that fib erglass i s not injurious to health, but that d e r m a t it i s does r e s u l t from i t s p re s e n c e . Mr. A n g elo s' comments on the a r e a a re : 1. In g e n e ra l h e c o u ld see no r e a s o n why we c o u l d n 't m a in ta in o u r atm o s p h ere w ith in th e OSHA l i m i t s f o r a s b e s to s p ro v id in g we m a in ta in e d th e a r e a h o u se k e e p in g a t th e l e v e l we now have i t . He saw no need f o r a d d itio n a l te s ts by Johns-M anvilie. 2. H is comments re g a rd in g th e p re fo rm ers w ere: a. A d d itio n al d u s t c o lle c to r hoses should be brought to underneath the e x it slid e s o f th e Baldwin-Defiance preform ers to p u ll th e lo o se d u s t dropping o f f th e preform s downward r a th e r than up ward p a st th e o p e ra to r as th e p re sen t system does. b. S im ilar a c tio n should be taken on the B ipel preform er and the fe e d h o p p er l i d sh o u ld be tig h te n e d down to p re v e n t d u s t from e sc a p in g t h e r e . (We a r e a lr e a d y w orking on th e B ip e l h o p p er cover). 3 . Sander PE-353-1 - - re lo c a te ex h au st system to g ive b e tte r draw o f f of dust. 5 . Sanding board f o r FA s i n g l e p o le b a se s - - p u t vacuum draw o f f a t edge of sanding board. 6 . Feed tu b e s to a u to m a tic p r e s s e s -- th e s e a r e a l l OK. I t i s im p o rta n t to keep them in good fu n c tio n in g o rd e r and in s u re a l l leak s a re k ep t closed. 7. Dumping bags o f m a te r ia l in t o h o p p ers -- th e r e i s n o th in g wrong w ith th is p ra ctice since the d u st s e ttle s q u ite rap id ly and i t is not a continuous o p e ra tio n . A ll equipment should be vacuumed d a ily in o rd e r to p ick up loose d u st co n d itio n s a t th e o p e ra to r body le v e l. A lso, t h i s p re se n ts a good p i c t u r e in th e c a s e o f an OSHA in s p e c tio n , 9. The follow ing c le a n in g sch ed u le fo r the t o t a l a re a i s recommended: a. Mr. Angelos recommended two g e n e ra l ap p ro ach es to m a in ta in in g th e t o t a l a r e a in a clean and com fortable c o n d itio n from an atm osphere stan d p o in t and from an o perator comfort standpoint. 1. In s ta lla tio n of a bag type c e n tra l d u st c o lle c tio n system w ith hoses le a d in g to each in d iv id u a l p re s s to draw o f f d u s t b ein g g e n e ra te d by each p re ss. At the manual molding p re sse s, th is hose can be o f s u ff i c i e n t len g th and f l e x i b i l i t y f o r th e o p e ra to rs to use i t as a vacuum cle a n e r to clean o f f th e ir work p lace and p ress area a t the end of each work s h i f t , o r more o fte n i f needed. T his p ra c tic e i s used in a il of Johns-M anvilie p lan ts. 2. In th e manual m olding a r e a , i n s t a l l a common d u c t work w ith fe e d e r d u c ts lead in g to above th e work p lace of each o p e ra to r. The fe e d e r d u c ts would be equiped w ith an a d ju s ta b le damper- Feeding in to th e duct work would be c h ille d a ir from a c e n tra l c h illin g u n it. 3. We should make p la n s to e lim in a te th e e x h a u st f a n s i n th e r o o f , s in c e i n the near fu tu re the E nvironm ental P ro te c tio n Agency w ill be sp ec ify in g minimum e x h a u s tin g l i m i t s o f i d u s t s and v a p o rs i n t o th e atm o sp h ere. T here i s no good way a t t h i s tim e to m easure w hat i s g o in g i n t o th e atm o sp h ere, th e r e f o r e i t i s b e s t t o p la n f o r an in s i d e f i l t r a t i o n sy stem o f some ty p e . We w i l l tak e im m ediate a c ti o n on th e above recom m endations by Mr. Angelos w here th e y a r e w ith in our c a p a b i l i t y . I would reconmend we have Mr. A n g elo s' group present engineering plans to us fo r a c e n tra l d u st c o lle c tio n system and a c e n t r a l o p e r a to r c o o lin g sy stem .
