The Facility is currently closed. When in operation, the fuel at this Facility was sold to the public. The EPA's records indicate that the Facility has two steel underground storage tanks (UST) that were installed in May 1999. Tanks 1 and 2 each have a 1,000-gallon capacity and previously contained unleaded gasoline. Piping for all tanks is safe suction. Inspection Narrative On September 12, 2024, the EPA UST program personnel conducted an inspection at Kary's Service Station in Parmelee, South Dakota. The EPA last inspected the Facility on August 4, 2021, and they selected it for routine re-inspection. Ms. Person spoke with the Facility representative on August 28, 2024, to schedule the inspection and provide inspection details (see Attachment A). The inspection team arrived at the Facility at 11:00 a.m. CDT. Prior to arriving, Ms. Person had attempted to reach the Facility owner to confirm the time. No representative was present at the scheduled time. Ms. Person filled out a Notice of Inspection (NOI) (see Attachment B). The EPA inspectors were unable to conduct a full inspection of the UST system or review Facility records while at the site. Photographs of the Facility are in Attachment C. Tank and Piping Leak Detection Tank 1 has not been in use since January 2024. Tank 2 has been out of use for several years. The facility is currently under a Compliance Order and had the tanks emptied in July 2024 as one of the required corrective actions. There are no records of release detection prior to July 2024, and release detection is not required while the UST system is in temporary closure. Piping is safe suction, and no release detection monitoring is required. 4080006 - Kary's Service Station Page 1 of 2 9/12/2024 UST Inspection Cathodic Protection Cathodic protection (CP) is required at the Facility while in temporary closure status. The EPA inspector checked EPA records and noted that passing CP tests were available from January 2022 and July 2024. Periodic Testing/Inspection of Spill and Overfill Prevention Equipment New spill buckets and overfill prevention valves were installed in July 2024 as a part of corrective actions under the Compliance Order. Periodic Operation & Maintenance (O&M) Walkthrough Inspections Walkthroughs were not provided by the Facility owner and are currently not required as the tanks are in temporary closure. Operator Training A certificate for Class A/B operator training was available in the EPA records. Financial Responsibility In South Dakota, financial coverage for regulated UST systems is provided through the South Dakota Petroleum Release Compensation Fund. Physical Observations The EPA inspector viewed the spill buckets/fill pipes and used a tank gauging stick to determine fuel levels. Flapper valves were observed in each fill pipe and spill buckets were clean and dry. The fill pipes were not locked at the time of inspection. The liquid levels in Tank 1 were less than 1 inch. The level in tank 2 was not clearly indicated on the tank gauge stick and could not be validated.
