Hylan CEED Files* Subject GLOUCESTER CITY - ASBESTOS SURVEY NO. 1 Attached are results of an asbestos survey conducted by CEED at Gloucester City in the Powerhouse on March 4, 1977. For this study two Repairman were involved in repair of pipe insulation. The first job lasting about 35 minutes consisted in placing scraps and dust swept up from previous jobs into plastic bags. Most of this material was in an old carton. The carton would normally be placed in a plastic bag along with the contents. However, the plant was instructed to keep the carton. Digging and dumping the material from the carton resulted in excess generation of dust inspite of careful handling and wetting down of the material. The cartridge for the Helper (doing the digging) showed a fiber count of 4. 3 fibers/cc for 36 minutes. This job was not normal and should never be repeated. The next portion of the job (105 min.) included sweeping of the coal bunker used for storage of the insulation and collecting loose insulation from other storage areas, placing it in bags and storing it in the coal bunker. This job should also not be repeated. One of the cartridges for this portion of the job was lost. The other showed a fiber count of 2. 8 fibers per cc. MICH08978 Mr. W. Fassuliotis* (5) Wayne March 15, 1977 Page 2 GLOUCESTER CITY - ASBESTOS SURVEY NO. 1 The last portion of the job (75 min.) included removal of old insulation, cutting and installing new blocks, application of a non-asbestos cement and clean up of the area. For this portion the Repairman had an average ex posure of 0.2 fibers/cc and the Helper had an average exposure of 0.5 fibers/ cc. This portion of the job will be repeated in the future and we recommend the following procedures to keep the exposures low: 1. Spray the old insulation with water before removal. 2. Place it in plastic bags as it is removed and lower the bags to the floor. If possible avoid dropping pieces to the floor. 3. Continue to cut the blocks with hand tools. Power equipment would generate far too much dust and would not result in labor savings. 4. Vacuum or wet sweep the area to clean up after the job is completed. If the job is large the vacuum should always be used. It may be advisable to vacuum the area several times during a job that lasts for any length of time. 5. Use a plastic bag if possible as a liner for the vacuum cleaner bucket. If not,be very careful in dumping the bucket into a plastic bag. We have saved the cartridges used in this survey.
