While I agree that more work needs to be done to have a "working " document, some of the items that you have mentioned are regulatory in nature and are a necessary component of asbestos management plans under EPA. I have addressed these below. My main concern over the document is that no true management matrix has been provided detailing actually how we manage asbestos based on location, condition, accessibility, and work performed. Joe K. from PSi has stated that this will arrive under seperate cover and that he also realizes that more work is needed on the current document and that is why it is under a draft form. Subject: PSI ASBESTOS REPORTS Importance: High I received copies of the PSI Asbestos Reinspection Report and the draft Asbestos Management Plan. Karen, these items were addressed to you, and I assume you have distributed copies to Don and Bill. Anyway, my comments are the following: Asbestos Reinspection Report * Methodology cites lab analysis but no samples were analyzed? I believe they are referring to ICFKE's report (previous sampling) but this needs to be clarified. * Need more specificity on the items needing repair. I remember some of the spots and the deterioration was modest. If repairs are warranted in the view of the certified inspector (Dave Christner), then repairs should be made sooner rather than latter. This is what needs to be addressed in the management matrix. Asbestos Management Plan Overall, I do not feel this is a user-friendly document. It should be written for building managers, but feels like it was written for EHS professionals. The format is fairly customary for building management plans. The people who normally manage asbestos are EHS professionals along with building management services. * I don't think this plan should cite or include Alcoa standards.
