unreasonable burden or cost
(g) "Manufacture for commercial
purposes" means to import produce, or
manufacture with the purpose of

(h) "Miner of asbestos" is a person
who produces asbestos by mining or
extracting asbestos-containing ore so
that it may be further milled to produce
bulk asbestos for distribution in '
commerce, and includes persons who
conduct millihg operations to produce
bulk asbestoe by processing asbestos-
containing ore. Mining involves the
separation of the fibers from the ore,
grading and sorting the fibers," or .

(i) "Person" means any natural
person, firm, company, corporation; Joint
venture, partnership, sole proprietorship,
