I have just this moment received your letter of Octo ber 27 with the quotation from the letter of H. K. Ball referring to an explosion which occurred within the tank as a consequence of washing with water. I believe that it is a generally recognized practice to ground all xvater and steam lines that are used within tanks where explosive mix tures may be encountered. But apparently the practice is not as general a one as we had believed and it would seem, therefore, that we should accompany our tank cleaning rules and regulations with a set of specific instructions which will embody all of the standard safety precautions relat- K & 0022647 Z - Mr. 0.
