Minutes of the Last Meeting H The minutes of the November 15, 1967 meeting were approved aa distributed with the exception of corrections to the label texts for Methyl Bromide and Caustic Soda. These corrections were incorporated in the data sheets revised January 1968. 2. Membership Items The chairman announced that D. E. Brown's nomination for raeiabg ship on the committee was approved by the Board of Directors, an<} ^ committee voted unanimously to admit Charles O'Connor to members}^* subject to confirmation of the Board of Directors. * 3. Rules of Organization and Procedure Mr. Fuess agreed to study the recommendations of the Staff Counsel and General Counsel with respect to the proposed rules an<j report to the chairman. 4. Manual Revision Mr. Troup presented for consideration of the committee the lata^ draft of Table I for the next edition of the manual which was developed by the Manual Revision Subcommittee at its January 10 meeting in New York attended by Messrs, Troup, Dewey, Hogan, McIntyre, Shaffer, and Sparre. With regard to the Instructions in Case of Contact or Exposure for the HIGHLY TOXIC BY INGESTION class of hazard, the committee expressed no objection to the first aid statement proposed by Dr. Demehl to appear under the poison designation. This statement reads "If swallowed, induce vomiting by sticking finger down throat or by giving soapy or strong salty water to drink. Repeat until vomit is clear. Call a physician. Never give anything by mouth to an unconscious person." t With regard to the Instructions in Case of Contact or Exposure for the TOXIC BY INGESTION class of hazard, the committee voted 15 to 0 to provide no instructions. With regard to the Instructions in Case of Contact or Exposure for the MILD IRRITANT, EYE and MILD IRRITANT, EYE AND SKIN classes of hazard, the committee voted 10 to 6 to insert- "In case of contact, immediately flush eyes with plenty of water. If discomfort persists, get medical attention." *ts V n v t t i a 1 t 1 t 1 c j i 1 i I I 1 i 1 < 1 1 L-636 With regard to the Instructions in Case of Contact or Exposure f0i the FIRE classes of hazard, the committee expressed no objection Q Mr. Sido's recommendation that the "NOTEr See fire, leads, spill ^formation page____" be struck from its present location and moved ^jjove the table so as to apply to the whole table. A reference to this note is to be provided where it originally appeared. With regard to the fire, leak, spill information per se, which had been prepared by Mr. Sido and commented on by the Safety and Fire protection Committee, Mr. Troup said the Manual Revision Subcommittee would review it in detail along with the introductory wording accompanying this information. With regard to the handling of the introductory material to <pahle I, the general feeling was that it would be good to replace the separate paragraphs which appeared above each column in the 1961 edition of the manual with a single paragraph over the' whole table. With regard to a suggestion that the TOXIC classes of hazard he divided into two parts, a move to adopt the table without such division was tabled by a 11 to 4 vote. Following this, Mr. Troup received general agreement to send out a letter ballot on a revised table incorporating two classes of hazard within the TOXIC class. This was to be done after two or three weeks following the meeting to provide opportunity for further consideration within each company prior to the vote. It was agreed that a concrete substitute pro posal should accompany any negative vote. With regard to a suggestion that reactivity hazards be handled by a general statement to the effect that labels for many chemicals require specific precautionary statements to cover specific hazards, there was no objection to Mr. Troup's plan to insert such a general statement at the end of the introductory paragraph to appear at the top of the table. 5. Chemical Safety Data Sheet Labels The Hydrogen Sulfide label draft as developed by Messrs. O'Connor and Sparre was approved unanimously following a report of the letter balloting which showed 14 in favor, 2 opposed. The Chlorosulfonic Acid label draft as developed by Messrs. Sparre and Sido was approved by a vote of 9 to 5 with the omission f the reference to the data sheet and changes to the second and third statements of hazard. The second was changed to read "HARMFUL IP INHALED AND MAY CAUSE DELAYED LUNG INJURY", and the third was changed to read "CONTACT WITH WATER OR MOIST AIR RELEASES IRRITATING GAS." rs" bei bty root). l allot. ala 5 to tion rove 2d r i L-638 USA Standards Institute - The committee expressed its wish to jjave^the matter of MCA sponsorship of the USASI labeling of hazardous materials project processed without any further definition of scope, jjje secretary reported that a sponsor for the USASI project on safety gtandards for epoxy resins has been designated, so that the LAPI Committee request for MCA representation on the standards committee can now be processed. Adhesive and Sealant Council - Mr. Lore reviewed his memo of December 1, 1967 which included mention of a report that PDA is suggesting that "VAPORS MAY EXPLODE" be added to certain label warnings. Following discussion of this memo, a motion was carried voice vote to request the LAPI Committee chairman to ask the chairman of the Inter-Industry Advisory Committee on Product infor mation to call a meeting of his committee promptly because LAPI Committee views this matter as of broad industry concern. It was suggested that copies of this letter go to CSMA, API, NPVLA, and the Adhesive and Sealant Council. Other Liaison - Other liaison reports were prepared for the meeting, but not all could be given because time ran out. Mr. Hogan advised that the inter-industry Advisory Committee on Product In formation report contains information about CSMA so that separate CSMA report was not prepared. Mr. -Sparre had nothing to report on activities of AAPCO, ICWM, and NPVLA. The secretary will send the API, IAC PI, and NFPA reports to the committee. 7. Other Matters a. MCA Budget Items - Because of the apparent need to provide in the MCA budget for such items as state liaison activity which require chemical industry representation across-the-board, the committee voted 15 to 0 to request the chairman to appoint a task group to develop a proposal concerning this. b. DOT Regulations - Mr. Sido distributed copies of his memo of January 19 showing recommended changes to the Proposed Rules of Procedure, and urged that individual companies send in their statements by the. deadline of January 30. c. South African Railway Regulations - Mr. McIntyre said that shippers must use the pictorial labels in Supplement No. 6 to the Official Railway Tariff Book on hazardous goods going to South Africa. He has inquired about procurement of these labels. 8. Next Meeting The secretary announced that arrangements have been ccmpie^ for the next meeting of the committee, which will be held June ^ 19, 1968 at The Homestead, Hot Springs, Virginia.
