I tried to keep it informational for the bureaus and offices; while letting them know the Dept was supportive of the legislation and encourages the use of this new authority to build a partnership with NOWCC. I'm talking to some of the bureaus and offices about a potential pilot program; I think this memo from the Department would be very helpful for them. I really think this is a great tool for the bureaus/offices to accomplish critical mission work while budgets adjust and organizations restructure.
