MINUTES OF ENVIRONMENTAL POLICY COMMITTEE February 18, 1980 The Environmental Policy Committee meeting was held at 8:30 a.m. on Monday, February 18, 1980, in the Board Room. All members were present. Those present by invitation were W. D. Carpenter, R. W. Kienker, D. J. Dahm, J. v. Morse, and W. E. Ribelin. The following significant decisions/conclusions/requests developed during the meeting: 1. Dr. Carpenter reported on the environmental stewardship of Monsanto Agricultural Products Co., highlighting current issues. Mr. Reding indicated that the Agricultural Products Co. would be seeking additional resources from the corporation in order to meet these issues. 2. Dr. Dahm presented, a report on the stewardship of the Environmental Analytical Sciences Center. It was requested that he furnish members of the Policy Committee with a summary of the use of EASC by the individual operating units. 3. Dr. Ribelin presented a proposed policy relating to the care of research animals. The policy was accepted. 4. Dr. McCarville described the increase in the number of environmental laws and regulations arising at the state level. This problem had been discussed earlier by Dr. Carpenter as it related to the Agricultural Products Co. Mr. Throdahl appointed a committee consisting of Drs. Callis, Carpenter, Mr. v. Morse and Dr. McCarville to prepare a proposal for addressing this emerging environmental problem. 5. The revision of the guidelines relating to OSHA plant inspection following an accident that leads to a fatal injury was presented to the committee in response to the suggestions made at the EPC meeting of January 21. The revised guidelines were accepted. 6. Mr. Throdahl presented a revision of the policy for the surveillance of discontinued products which was approved in concept by the committee. Specific implementation of the policy in regard to PCBs was deferred pending Mr. Throdahl's discussion of the policy with Mr. Harbison. Mr. H. A.
