DISCUSSION This memorandum responds to sections 5(c)(i), 5(c)(ii). and 5(c)(v) of S.O. 3349. Section 5(c)(i) states that the Bureau ofLand Management (BLM) shall proceed expeditiously with proposing to rescind the final rule entitled.
