Brett Forkner, Anticline Disposal Type and Purpose of Inspection: Compliance Evaluation Inspection Facility Type: Commercial Oilfield Waste Disposal Facility (COWDF) Applicable Statute to Inspection: RCRA Section 7003 Inspection Type: Unannounced Inspection Joint: EPA and WDEQ OPENING CONFERENCE Facility Operator: Anticline Disposal - NGL Energy Partners General Facility and Process Description: The Anticline facility (Facility) is a COWDF that receives non-hazardous RCRA Subtitle C-exempt E&P oilfield waste for storage, treatment and disposal. WDEQ issued the Facility a permit to operate a COWDF. The Facility includes four evaporation ponds numbered A, B, C and D. Equipment previously in use at the site for filtering and treatment, including a bioreactor, had been permanently removed from operation. TOUR INFORMATION Upon arrival at the Facility, an opening conference was conducted with Max Guenthner and Brett Forkner followed by a site walk-through. Mr. Forkner stated that the parcel the facility is located on was recently purchased by NGL from the prior landowner. Facility Name: Anticline Disposal Facility Location: 42.649916, -109.769723 Date of Inspection: May 16, 2023 Areas of the Facility toured: evaporation ponds and tanker offload area. Data Collected and Observations: No concerns related to RCRA were observed during the inspection. All ponds except Pond C were very low. I did not observe oily waste spills or storage issues that could present a threat to wildlife. No photographs were collected during the inspection. CLOSING CONFERENCE A closing conference was conducted with Max Guenthner and Brett Forkner indicating that I did not observe any RCRA-related concerns.
