This chemical is used in products that are critical to DOD. PFOA has been used in fluorocarbons and fluoropolymers with high temperature/pressure resistance properties (e.g. O-rings; tank and pipeline seals; engine housings) and was used in the past for production of AFFF for fire fighting foam. Industry is committed to phasing out production and uses of PFOA by 95% by 2010 and 100% by 2015. industry officials are committed to developing suitable substitutes for PFOA. DOD does not believe there is a risk in the intended phase-out of this chemical. However they are not familiar with all US00003012 of the current or planned uses that each program might have for this chemical. Therefore the memo states that Program Managers should ensure that any replacement articles formulated with substitute chemicals meet any specific performance requirements. I am forwarding this for information and suggest that it be forwarded to appropriate laboratories, Engineers, Design Agents or Planning Yards to determine if there will be any program specific implications to the phase-out. The memo provides a POC at DOD to report any identified performance risks that will not be met. Therefore if anything is identified please let me know and I will put together a list of the applications and forward it to the DOD POC as requested. The PFOA memo indicates DoD has met with chemical industry representatives and they have assured DoD that suitable substitutes are being developed. If a substitute can not be developed for a specific critical application, industry has the ability to extend production of PFOAs to meet that requirement. Additionally, DoD believes the risks to DoD functions and programs are minimal. Unless you do not concur, I'll forward the PFOA memo to TEAMSUB PMSs for their information and recommend that they task their respective Planning Yard or Design Agent to determine if there is any impact on their submarines or systems. I'll also request they notify Mr. Yaroschak, OUSD(AT&L) and me if they identify applications where substitutes will not meet performance requirements.
