The purpose of this monitoring is to locate asbestos Qrs/^- fiber (fibers longer than 5 micrometers) concentrations in excess of 5 fibers per cubic centimeter of air per 8 hours (time-weighted average). If this concentration is exceeded we must immediately undertake a compliance program in accordance with Rules and Regula tions set forth in Federal Register, Vol. 37, Ho. 202 - Wednesday, October 18, 1972, Section 1910.93a (copy attached). For the Process Oust Section of the Environmental Engineering Division this means assisting the plants in specifying effective dust collection systems to comply with the standards established in 1910.93a. From our perspective, we should contact appropriate personnel at each plant to determine when asbestos surveys and testing programs will be completed. Then, if it is determined that emission control is technically feasible, we should assist in specification and design of collection systems. When specifying collection systems, use the July 1, 1976 requirements of 2 fibers per cubic centimeter of air per 8 hours. A brief description of 1910.93a may help in reading and understanding it.
