Wallace DATE December 21, 1979 SUBJECT Occupational Health Committee The second meeting of the Occupational Health Committee was held on Dec. 18, 1979. Attending were Boyd Alleman, Dr. H. B. Lovejoy. Bill Peard, Jim Porter, Jon Shepherd, Wilton Wallace, and Mark Wood. Mark Wood presented the 1979 Industrial Hygiene Schedule for the areas of the plant where potential for exposure to hazardous chemicals exists. For 1979, 694 total samples were taken. A report of the number of over standard exposures (61) resulted in our concluding that this is a mis leading number. We should be interested in over-exposure - not over standard. Mark indicated that his goal for 1980 will be not quantity of testing, but rather, quality of testing. There will be more emphasis on maintenance and contractor personnel exposure rather than operator exposure. Every over exposure is checked on an individual basis. Records are filed in the medical department files. For 1980 more short term sampling will be done. These areas covered as fol1ows: 1) Asbestos including Chemtite and Haveg piping. 2) Lead, zinc, copper, metal hyde including checking of sandblast people. 3) Mercury - Canister change out frequency should be checked. Investigation of colormetric type indication should be made. If canisters are not changed as needed, it could result in false sense of protection. One canister used in Caribe operation had colormetric tab for saturation indication. 4) Chlorine - more short term sampling. 5) Caustic mist as requested. 6) Respirable silica at sandblasting. 7) Silicas. 8) Chlorinated hydrocarbons - emphasis on jobs we know to be problem areas. a) Contractor's employees are a problem. They will be monitored. b) Maintenance people are a problem. They will receive more emphasis. c) Operators have a record of low overexposure. We should be concerned with protection of people - not numbers. SL 027561 For the next meeting, the primary function will be to set measureable goals for 1980. Some possible goals are as follows: 1) Overseeing OSHA monitoring. 2) Involvement of people - by safety meeting, etc. 3) Criteria of measurement. a) Indicators down. b) Less overexposure measurements. c) Less over standard measurements. 4) ' Canister indicators for respirators which indicate when a canister change is needed.
