My dear hr* Webb: *> What follows in a General outline of the discussion and results at the meeting of Inspectors and Medical Depart ment in ay office, Wednesday, July 81st* The first discussion cnetered on the Inadequacy of our present misting systems, it being pointed by numerous ones present and agreed upon by all, that the worst of our difficulties has been associated with the use of the mining pump, that it Is an ineffective piece of quip- . nent, and utterly unsatisfactory5 and that It must be abolished at the earliest possible time# ` From the above conclusions it was agreed upon that at the earliest-possible moment wo shall adopt a typo mix ing system ivhich does not reemir the use of such pump# Two typos of mining systems were presented and discussed* The one, by Mr* Walter, employing the use of an,.Eductor for sucking the fluid out of the drums into the gasoline line# Tke other waspresented by Mr# Harding and rppresentati^ in the fiSt&d by two installations, being S o m e what similar system, but dependant upon suction made by the large gasoline pump, emptying the drum by means of the suction produced by hooking the' Ethyl Fluid line In to the suction side of the pump. ' * A discussion was had as to the merits and demerits of these two systems, and it was agreed upon after a dis cussion by Hr* Walter, Mr* Harding, Mr. Midgely, Mr* Maxwell and Dr. Edgar, that for the -following reasons th eductor type of system is the most desirable. In as much as three representatives of the Indiana Company were present at the raceting, feasibility of ab&lishing their systems of the old type, and employ ing the new type was discussed with them, and it was agreed upon that Hr* maxwell on his trip to Chicago XE 0001357 N5861 vv . ., ' -2- .. the earliest possible time* Tank Car Filling# , . .. . The eductor system with some modifications being in stalled. for tank car filling gasoline installations it was agreed upon that rank car- filling systems should be at the earliest possible time, abandoned, and that in th case of tho new customer's of the Ethyl Gasoline Corporation it should be insisted upon that the bulk* ing system by moans of the. eductor/should be. installed*. Plans were made for the- inspection staff .Mr*;.Haxwell' and hr. Hidgoiy to go'to.Dayton in:the afternoon and at the earliest possibl timotdraw up blue prints-and specifications agreed upon at-our meeting and cover all points, for the setting up of an -ideal system* It was decided that, the .inspectionstaff,should be given 'copies o f "these blue prints together, with-the' specifi cations, and that no significant changes in blue prints or specifications may be made by .any individual inspec tor at any point--.without.- the -matter- having been- re-opened and ro-discuosed* . Installation of tank- car filling equipment using, the eductor to suck out the-fluid, and the measuring device as a means of .measuring- small -quantities,of Ethyl fluid*-This plan : .which seemed quite possible was agreed upon as/beauig a verv.great Impro vement -in all probability over our pre sent pumping d e v i c e s * I t is understood, that, on of ,, these systems la:to be" installed in a n .experimental set up at a selected point*, under the direction of, Mr*-halter and to-bo tested for ...its.:-adequacy;and'rJf^^dQquat to bo . used generally whore tank car filling.ins tjs.Hutions ara necessary' -; 1 : 00 10 <ro Platform* etc . . . - .... - qumM, O A discussion 'was had as to the type of platform and of other matters of the equipment* and it was agreed upon that three sets.of specifications be blue printed that the customers-;be. advised and encouraged .by the Ethyl Ui Gasoline Inspector to select the -first.,of-those as being the most desirable, but that he -be given his option or choice of anyone of the three sets* (I am enclosing here with a copy of the.three sets of specifications as out lined*) ., ; Concerning Precautions against Freezing* S'. It is agreed upon that it is necessary to provide a means for preventing freezing- of Ethyl Fluid# Experiments are now.under way in Dr* Edgar's laboratory to determine which of several methods is the best for this purpose* Dr* Edgar diccudsed these methods and pointed put that it id quite likely that it will b unnecessaryto male a special fluid for cold weather, and fchat.it is .undesirable to hav^-more than one type of Fluid on the marhet.-at one'time, if*it is at all possible to prevent this* ; - - `i ' It was suggested that it might be possible to ship .drums half filled with Ethyl Fluid, these to be;..filled-.at. the Refinery with an equal volume of gasoline, the resultant mixture being proof against freezing ^decision on this point could not be reached without further experimentation and this natter is held in abeyance -for the title being* General Information*-' . :' ' . .uestions were ashed of all inspectors,as to the location *of any old bulk-mixing meters as to the location of.any quantity of old Fluid 'whether in drums ,or methylifcers* A report was made to the effect that these-matters' are either in the process of being taken care of at the "pre sent time, or have been taken care of*-- - A number of other small items of instruction to inspec tor for caring.for present leaks, or..unusual situations so as to clean up the field in good.,condition and a breif talk by Dr* Kehoe instructing 'the.inspectors, a s 'to the most meticulous,:care in to. the 'letter, our 'rules.and regulations completed the hseeting*; .;I,t was--pointed .out that the safety of all men employed in mixing: Ethyl Fluid with gasoline, depends, upon strict 'carrying out of. .all ' rules and regulations and. timt it 'is-the duty of, the .Ethyl Gasoline Inspector.,-to -see that none/ o f 'these---.rules'-are disregarded.*- - -. , . ..... 0001359 There was discussion on all" of the above points: of the .V ; program* Every one present' was .-given opportunity to . . present his vfjpws,.suggest any changes, and to defend his own point of ite;? la every way* It. is my feeling that this conference 'M s -done.more to clear, the. way. and give-us a uniform program- for;handing the mixing of Ethyl Fluid, with gasoline than have all.of our written instructions :and in dividual conferences*: ; I am very happy over the outcome of the conference, and I feel that our-troubles so far as a lack of uniformity of instructions and.operation, are con cerned are-now .over* :. ,, .- ; - ;i .-- ' .
