ESC accepts and recycles new scrap non-ferrous metals from all sorts of companies in the state of Connecticut. ESC does not accept any used metals or any white goods whether it contains refrigerant or not. Federal Air Regulations: 40 CFR Part 82, Subpart F - Recycling and Emissions Reduction Previous Enforcement Actions: A "Detailed Facility Report" from EPA's Enforcement and Compliance History Online database indicates that there have been no informal or formal Clean Air Act enforcement actions taken by EPA against ECS with respect to this facility in the past five years. II. Inspection A. Opening Conference: The inspection was unannounced. Mr. Mohamoud drove into the facility at 174 Scranton Street, New Haven, Connecticut at 10:43 a.m. and he met with Bill Carlson, Owner, and Michael Carlson, Manager. Mr. Mohamoud presented his inspection credentials to Mr. Carlson and explained the purpose of the inspection was to evaluate ECS' compliance with any applicable Clean Air Act regulations specifically the regulation pertaining to Ozone Protection. Mr. Carlson allowed the EPA inspector to ask questions and to proceed with his inspection. Mr. Mohamoud asked Mr. Carlson to explain what kind of business ECS operates. Mr. Carlson said ECS is in the business of scrap metals recycling. He said ESC accepts and recycles new scrap nonferrous metals from all sorts of companies in the state of Connecticut. ESC does not accept any used metals or any white goods whether it contains refrigerant or not. B. Facility Tour: Mr. Mohamoud did not perform any walk-through because it was an office setting. C. Records Reviewed: Mr. Mohamoud did not review any records on-site. D. Closing Conference: During the closing, Mr. Mohamoud advised Mr. Carlson that if they, in the future, receive any white goods, to handle them gently and dispose the refrigerant in a proper manner. 2 Mr. Mohamoud left the site at 10:58 a.m. 3
