A field exploration and seepage/stability evaluation of the CFR berm at the former Smurfit-Stone/ Frenchtown Mill, including sampling and analysis of the berm materials, was requested by the U.S. Environmental Protection Agency (EPA) in a letter dated April 25, 2017. The primary goal of this study was to evaluate whether the stability of the CFR berm provides minimum factors of safety against failure during high water (design flood) conditions. The evaluation was completed in accordance with Addendum No. 6 to the Remedial Investigation Work Plan (RIWP; NewFields, 2017). A draft report was submitted to the EPA on July 30, 2018. The draft report described the investigation approach, and findings of the geotechnical evaluation. Minor modifications to the report were suggested during a quarterly technical meeting with the EPA on August 7, 2018. The enclosed report includes the revisions recommended by EPA.
