Mr. Boulton was welcomed as a new Committee member. 2. Rules of Organization and Procedure The secretary stated that the Committee had been requested to reconsider the balloting procedure for electing new members to the Committee, as detailed in sections 3.3 through 3.7 under Membership in the rules circulated as Appendix A with the minutes of the March 6-7 meeting. After some discussion it was then unanimously resolved not to CMA 039956 228 limit membership to any specific number and to amend the rules approved at the March 6-7 meeting as follows: (3) Membership 3.1 Delete "16'' 3.3 through 3.7 - delete 3.8 transfer to section 5.- Meetings 3.9 and 3.10 - delete The secretary was requested to submit the amended rules to the Board of Directors for ratification. 3. Membership The following announced their resignation from the Committee: Mr. Harold A. Bell Dr. C. U. Demehl A certificate of appreciation, signed by all present, was pre sented to Mr. Bell in recognition of his services as a member of the Committee from 1952 - 1963. Dr. C. U. Dernehl of UCC has be.en appointed a member of the Medical Advisory Committee but will continue his participation as a panelist at the Safety Workshops. Appointments Mr. Joseph Guelich of Allied Chemical Corporation was appointed a member of the Committee subject to approval by the Board of Directors. Mr.W. E. Wood of Sun Oil Company and Mr. Parker Folse of Mobil Chemical Company were appointed members of the Committee subject to membership applications being submitted to the MCA Secretary by the executive contacts of their respective com panies and to approval by the Board of Directors. 4. Fire Protection The desirability of publishing a manual on fire protection in the chemical industry was debated. After considerable discussion, it was agreed to effect this through a series of "safety guides" which could ultimately be republished in book form. CMA 039956 .229 The first of the safety guide fire protection series will consist of the material prepared by Mr, Cobb plus a fire pro tection engineering check list. Mr. Cobb agreed to proceed with this immediately. Members agreed to be prepared at the next meeting to sug gest topics for further safety guides on fire protection. if* 5. Marking of Vehicles Transporting Hazardous Chemicals Members discussed material distributed by Mr. C. H. Mayhood including a report on the activities of the MCA joint-committee task group and the sample markings prepared by Mr. Cobb. There were expressions of interest ir. the project but it was felt that it is still in its infancy and that because of the ulti mate need for uniformity, authoritative enforcement of new markings may be necessary. 6. Albisser Procedure for Routine Maintenance of Chemical Equipment - R. H. Albisser Removed from list Use of Work Permits 8. Safety Workshop Mr. A. H. Christian reported that organization of the September 24 Workshop in New Orleans is proceeding in cooperation with the Louisiana Chemical Association and the Chemical Industry Council of New Orleans. It was agreed that individual letters be addressed to the safety director of each MCA company inviting him to attend. The secretary was asked to circulate to Committee members copies of the document prepared by Mr. Christian on 'How to Organize a Safety Workshop'. 1964 Meeting of Greater New York Safety Congress The Committee agreed to provide panelists for the chemical section meeting - Mr. A. H. Christian undertook to arrange details. 1965 MCA Safety Workshop The Committee accepted Mr. S. F. Spence's suggestion that this be held in New Jersey. CMA 039958 .231 9. Accident Case Histories Mr. Bell reported that the number of accident case histories received which are suitable for publication is more than ade quate to fill the 4-page monthly report. Mr. Bell agreed to prepare a document on the investigating and reporting of chemical accidents, including fires and explo sions, showing that a statement of cause is equally as important as a description of the occurrence. It was stressed during dis cussion, that personal injuries are not the criteria on which accidents or incidents should be judged. The document will be distributed to all safety directors. The secretary was also asked to distribute copies of the previously issued document on the preparation and writing of accident case histories. The book "Case Histories of Accidents in the Chemical In dustry" published by the Committee in 1962 has been well re ceived. It was agreed to issue a second volume when a further 500 case histories are available. 10. Du Pont Awards Winners of 1963 Du Pont awards were: In the over 2 million manhour group Olin Mathieson Chemical Corporation In the 2 million or less manhour group Detrex Chemical Industries, Inc. Houdry Process and Chemical Company Change in rules It was resolved that only one award will be made in each category. In the event of a tie, the company showing the greatest number of manhours worked since the last disabling injury will be declared the winner. Certificates of Achievement Certificates of Achievement for plants and laboratories working the calendar year of 1962 without a disabling injury were awarded to 537 plants of 66 companies. CMA 039969 .232 11. Reports of External Committees Mr. Albisser said that a number of comments had been re ceived in response to his letter to the Committee regarding possible revision of Z16.1. Some respondents think there should be a serious-injury-index, although this, in the first instance, should be included in the appendix to the publication so that it could be used on a voluntary basis. Mr. Albisser agreed to discuss this possibility at the forthcoming meeting. 12. Technical Committee on Rocket Propellant Safety This committee is preparing emergency guides for truckdrivers and others concerned with rocket propellant chemicals in transportation. The guides will contain emergency pro cedural advice of a general nature plus single sheets dealing with the hazards, specific precautions and fire fighting in formation for each liquid propellant. The first draft will be circulated to members of the Safety and Fire Protection Committee in due course. 13. AFofL/CIO Comments on Walsh Healev Safety Regulations A copy of a booklet containing comments prepared by the AFofL/CIO on the safety and health requirements under the Walsh Healey Act was shown to members. The secretary under took to obtain copies for distribution to each member. 14. 35rom Slides Illustrating Safe Procedures in the Chemical Industry On a motion proposed by Mr. Kling, it was unanimously agreed to prepare a series of 3 mm slides and accompanying scripts to illustrate various safe practices in the chemical industry. The chairman appointed the following subcommittee to de velop a list of subjects on which slides can be prepared and to propose an immediate and future program in this area: Mr. A. L. Volume "Guide for Safety in the Chemical Laboratory Mr. Christian reported that comments have been received from a number of members concerning the possible revision of this volume. He agreed to assemble the various comments so that a decision can be made if and how to proceed. 16. Agenda -.i* The agenda for future meetings will include a report by the secretary on activities of other MCA committees in which the Safety and Fire Protection Committee may be interested. 17. Guide Sheet for Telephone Reporting of Fires and Explosions Mr. Cobb agreed to prepare a guide sheet for use by member companies when reporting fires and explosions to the Association. 18.
