r /v.;n~ A 1/ Iii Is l- SPRAYED MINERAL FI3ER MANUFACTURERS ASSOCIATION, INC Minutes of Special Meeting of Members May 22, 1968 A Special Meeting of the members of the Corporation was held at the Plainfield Country Club, Plainfield, New Jersey on May 22, 1968. The following members were present: Members Represented by Asbestospray Corporation H. L. Levine Baldwin-Ehret-Eill Inc. J. H. Wittkop Smith & Xanzler Company R. K. Toth United States Mineral Products Company t* J. F. O'Rourke being all of the members and a quorum. Present by invitation were Messrs. Singer, Jenne, Lieff, Stumpf and Wilson. Also present was John 3oyer of Cadwalader, Wickersham & Taft, counsel. Mr. Levine, President of the Corporation, acted as Chairman of the Meeting and Mr. Singer, acted as Secretary of the Meeting. The Chairman, after calling the roll, read the min utes of the Annual Meeting of Members held on January 12, 196a, which had been previously distributed to the members. There being no amendments or additions, the minutes were ordered filed as approved. The Chairman called upon the Treasurer, Mr. O'Rourke to render his report on the financial condition of the Corpora tion. Mr. O'Rourke outlined the receipts and disbursements.-for the period September 1, 1967 through May 15, 1968 and the amour, of cash on hand as shown in his written report. The report of the .Treasurer was unanimously approved by the members of the Corporation and ordered filed with the minutes of the Meeting. Upon motion duly made and seconded, it was un animously RESOLVED, that the Treasurer be directed to transfer Corporation funds from the checking account in Chase Manhattan Bank at his discretion to the savings account of the Corporation in Chase Manhattan Bank. . The Chairman then called for the report of Legal Counsel, Mr. Boyer. * Mr. Boyer advised that the application for the collective mark had been filed and that from five to six months would probably elapse before it is published for opposition in the Patent Office Gazette. Mr. Boyer advised members of the status of the complaint against K-13 with Federal Trade Commission as of February 16, 1S68 which was that the matters are receiving FTC attention. Counsel briefed members on the Schwinn decision and its effect upon the activities of association members. The Chairman then read the report of the Chairman of the Promotion Committee, Mr. Miller, who was unable to attend the Meeting. The Promotion Committee submitted a Tabulation of Sound Absorption Characteristics of Sprayed Mineral Fiber. Material comprising this report had been approved by the Technical Committee. The Promotion Committee submitted information from the American Institute of Architects concerning their Unifor Filing System for use of members. Thes new Bulletin forms which will be used by both the Promotion'and Technical Committees was shown to members. Members were given a supply of Sprayed Fiber Application Practice bulletins and*discussion was had on plans to distribute the bulletins. It was agreed that each member distribute to his contractors. The Promotion Committee is to develop a letter of transmittal to accompany the Bulletin. Each members is to advise the Executive Secretary whom to send Bulletins to other than contractors, etc. and the Secretary will advise all members of this distribution. Mr. Stumpf displayed a tire tread thickness gauge he had obtained from Sears Roebuck which could serve as a sprayed mineral fiber thickness gauge by slightly sharpening its point. He' had obtained the manufacturers name and had preliminary cost information. The members agreed it would serve the purpose and upon motion duly made and seconded, it was RESOLVED } tnat Mr. Stumpf be authorized to purchase a lot of =00 gauges and have points turned down at a sum not exceeding 60^ each. Mr. Toth is to discuss with the Chairman of the Promotion Committee the obtaining of a decal of the Associa tion's logotype to be put on the gauges. The status of other items assigned the Promotion Committee were reported as pending. The Chairman called, for the report of the TechnicalCommittee by its Chairman, Mr. Stumpf. Mr. Stumpf discussed the work done at two Technical Committee meetings held on February 5th and April 19th as well as three special meetings as follows: March 5, IScS - Meeting with Mr. Scheckler of Johns-Manville to discuss asbestos and health. May 6, 1563 - Meetings with Mr. Kodaris to dis cuss technical paper on sprayed fiber in plenum areas. May 10,. ISco - Special hearing of New York City Board of Standards and Appeals. Member companies reported on the status of sub mission to ULI of de-dusting systems and concurred that the results obtained in the Bradley Associates dust tests be released. The Committee assisted NIMA in revising their booklet on Recommended Health and Safety Practices as it concerned sprayed thermal insulation. Regarding air erosion - the revised method and criteria was presented to GSA and the Naval Construction Battalion - the latter rewriting Federal Specification SS-S-111 - and in both cases the method was accepted as submitted. The initial draft of the Kodaras paper on the use of sprayed mineral, fiber in air plenum chambers was reviewed and is being revised. Mr. Stumpf will follow Mr. Kodaras for. final draft by June 1, 1963. Discussion was had on proposed changes to ASTM E-119 with temperature limitations. The State of Wisconsin rescinded their own tem perature limits criteria and axe awaiting results of ASTM action. Discussion was had on the possibility of reduced beam thickness specifications when heavier beam sections are used. Pilot*tests may be required. Dr. Lieff reviewed the work done by his task force in ASTM in study of E-119* Some discussion was had concerning GSA density and flame spread requirements. The Chairman then discussed communications re ceived by the Association. Mr. Levine read a letter received from the City of' Cleveland Bureau of Building Standards and Building Appeals. This had references to manufacturers certifying sprayed mineral fiber. The Chairman asked Mr. Binger to write Cleveland to find out who is presently certifying fiber.
