.THE OCCURRENCE OF ULTRA-FINE FIBERS IN "CALIDRIA" RG-244 ASBESTOS
SUMMARY AND CONSULS IONS

During the la t t e r h a lf of 1977 several very high fib e r counts, i . e . , 20-40
fib e r s / c c , occurred during customer use of RG-244. The counts were associated with large amounts o f extremely fin e diameter fib e rs in the a ir samples. I t was not c le a r whether these fib e rs were due to a change in the product or had been present in the past and gone undetected.

3. During the spring of 1977 occasional batches o f product were made that contained a sharply increased amount of fin e s . This was possibly due to increased throughput through the dryer. These products resulted in several 20-40 fib e rs/e c counts.
4. The sudden appearance of high counts was real and not a re su lt of p rio r counting omissions.
5. Only one customer te s t has been run in 1978. The fin e s are therefore being checked with regular bagger samples obtained at the p la n t. This work w ill be reported elsewhere.
BACKGROUND
Union Carbide has provided an asbestos fib e r counting se rv ice to customers
since 1973. In the time period 1973-1977 about 45 counts were made during
the commercial handling of RG-244 asbestos. The highest re s u lts obtained
u n til about the middle of 1977 were le ss than 3 fib e rs /c c with values under
1 fib e r/c c most ty p ic a l. A summary o f these counts, taken from the
October 1, 1977 update of the "C a lid ria Asbestos RG-244 Health and 0SHA
Information" brochure is shown in Tables I , I I and I I . These tab les include

OBJECTIVE OF THE PRESENT STUDY
The recent detection o f large q u an titie s of fin e fib e r in several RG-244 customer te sts can be accounted fo r in two ways:
1. U ltra -fin e m aterial has always been present, at le a s t sp o ra d ic a lly , and has la rg e ly escaped detection in the past.
2. The occurrence i n s u f f i c i e n t q u an titie s to cause the high dust counts is the re s u lt of a recent change in the product, l ' . e ., since about mid-1977.
The objective of th is study was to d is tin g u is h , to the extent p ra c tic a b le ,
between these two a lte rn a tiv e s .

THE ANALYTICAL PROBLEM
Asbestos fib e rs are counted with an o p tical microscope at 400-450X using phase contrast illu m in a tio n . Only fib e rs longer than 5u with L/D ra tio s greater than 3 are counted. The 5y length does not present any p a rtic u la r d if f ic u lt y but as the diameters become sm a lle r, the lim it of resolution of the microscope is reached and the f ib e r s , although longer than 5w, can no longer be seen. This occurs in the diameter range of 0.25-0.5.1.
The lim it is not a sharp lin e but a "grey" area which v a rie s with such things as the microscope o p tic s , the s k i l l of the operator, the care which the operator takes in se ttin g up and adjusting the equipment, the v isu a l acu ity of the operator, the physical condition of the operator, the q u ality of the f i l t e r paper and the condition o f the clearin g solution used to prepare the s lid e . The lim it can d if f e r from day to day with the same operator using the same equipment. I t has also been our experience in working with u ltra - fin e fib e rs that they are very easy to miss completely unless the operator s p e c if ic a lly looks fo r such m a te ria l.
PROCEDURE
I t is the p ractice at the Niagara F a lls laboratory to re ta in the unused portion of a ll f i l t e r s c o lle c te d . F ilt e r s were found to be s t i l l ava ila b le fo r 36 locations where RG-244 counts had been made in the 1973-1977 time period.

In order to keep the counting load at a reasonable le ve l only part of the
a va ila b le f i l t e r s were recounted. Accordingly, several f i l t e r s which were
expected to represent the highest le v e ls were selected to represent each
lo catio n . These were mounted and recounted by our most a ctive operator
with great care and with careful searching fo r u ltra - fin e p a r t ic le s . A
to ta l o f 65 f i l t e r s were counted.

PRESENTATION AND DISCUSSION OF RESULTS
The re su lts are summarized in Table IV . The data are lis te d chronologically
by year with each location assigned a number to f a c ilit a t e id e n tific a tio n .
The o rig in a l count (Column y ) , the new count (Column x ) , and the difference x -y , are shown fo r each f i l t e r .
The Occurrence of Fine Fibers
The recent recounts where u ltr a - fin e fib e rs were the object o f s p e c ific attention are obviously the best data to examine fo r the h is to ric a l occurrence of such fib e r s . These c o u n ts ,.in fib e r / c c , are shown g ra p h ica lly in chronological order in Figure 1. Where u ltr a - fin e fib e rs were seen, the bars are dark. Where none were found, the bars are
lig h t . Note also in the fig u re th at a s p lit v e rtic a l scale has been * used wherein the units for.counts greater than 5 fib e rs /c c have been reduced by a fa cto r of 10.

During the two-and-a-half year period of 1973, 1974 and through March o f 1975 only one flo cculated bunch of fin e s was found on one f i l t e r . For the remainder of 1975, 1976, and 1977 fin e s occurred sp o rad ically
at 30-45% of the locations te ste d . I f the fin e s had been present p rio r to March 1975 at the same frequency observed la t e r , two or three occurrences would have been expected at these eight lo ca tio n s. This suggests that measurable q u an titie s of very fin e fib e rs occurred r a re ly , i f at a l l , before 1975. They have c le a rly been present with considerable frequency since that time.
The quantity of fin e s present, p a r tic u la r ly with regard to the potential
to give occupational exposures above the present OSHA c e ilin g lim it
o f 10 fib e rs /c c also shows a d is t in c t pattern. In the two-and-a-half
y e a r period from 1975 to mid-1977 there was only one count above 10
fib e r s / c c , i . e . , 1975 - No. 5 which was ju s t above at 11.3 fib e rs / c c .
The highest counts in th is time span were g enerally in the range of
2-3 fib e rs / c c . In the second h a lf o f 1977, however, three counts

This t a lc generates extremely fin e fib e rs which cannot be distinguished o p t ic a lly from c h ry s o tile asbestos. I t is thus not possible to determine the r e la tiv e contributions o f each to the to ta l count so th is re su lt cannot be given much weight in the present assessment.
In the second location (1977 - No. 8) a "homemade" dust control setup was in use. A ir from over the mix tank was sucked through a f le x ib le duct by an exhaust fan, passed through a f i l t e r , and discharged into a _s ?on ('oom* The re s u lt shows the presence of su b stan tial q u an tities o f fin e s in the asbestos being dumped but is not d ir e c t ly co rrelatab le with worker exposure in the breathing zone.
The th ird high count occurred in two samples from 1977, Location No. 11. Both of these took place w hile an operator was dumping bags, folding them, and in se rtin g them into a metal drum. When the bag entered the drum, a blowback of a ir resu lte d . A repeated te s t several hours la te r which d iffe re d in that the operator tossed the empty bags on a p a lle t which was subsequently removed by a f o r k l i f t , gave much lower counts in the 1-2 fib e r/c c range. As noted p re vio u sly, however, OSHA had reported a high count at th is location e a r lie r .
In summary, there have been two confirmed occurrences o f high exposure, ^20-30 fib e rs / c c , one of po tential high exposure, and one of possible but not d e fin ite high exposure due to u ltra - fin e fib e rs in RG-244 in a six-month period in the second h a lf of 1977. Although these high le v e ls c le a rly re la te to the way the asbestos was handled, i t is equally important to note that over the four-and-a-half years p rio r to th a t, only one c a se b a re ly above 10 fib e rs /c c had been id e n tifie d . Some of these 30 e a r lie r locations tested should have shown very hign counts i f the potential fo r such le v e ls was present in the m aterial being handled. The product being used by customers in the la t t e r h a lf of 1977 was o ccasionally d iffe re n t from that produced in the past.
The pattern ju s t described appears to co rre late with ce rta in plant operations. In the spring o f 1975 the expanded c ir c u it was started up. Increased throughput in the dryer would give higher percentages o f fin e fib e rs in the product and correspondly such fib e rs would be found in airborne dust samples.
In the spring of 1977 the production rate of RG-244 was again increased s u b s ta n tia lly and campaigning through the dryer was practiced frequently. I t seems lik e ly th at there were in te rv a ls where a number of bags of product contained a sharply increased amount of fin e s . This would re s u lt in a high potential fo r airborne dust generation, p a rtic u la rly i f the bag was handled c a re le s s ly in any way.

Considering the experimental re su lts together with the knowledge of__ the RG-244 c ir c u it operations , the following p ictu re o f the h is to ric a l occurrence o f fin e fib e rs in the product can be drawn:
1. U ntil the spring of 1975 fin e fib e rs were present at extremely rare in te rv a ls , i f at a l l .
2. Following the plant expansion completed in the spring of 1975, measurable amounts o f fin e s were present in the airborne dust at 30-50% of the users' lo ca tio n s. '
3. U ntil mid-1975 the amount of fin e s present was small enough so that c e ilin g exposures were g enerally s t i l l in the 1-3 fib e r/c c range.

counts of 20-40 fib e rs /c c could be produced under conditions
encountered commercially with these m a te ria ls.
The extent o f the fines problem in 1978 operations remains an open question. The plant continues to run at a high throughput. The only user te s t ca rrie d out was in February and the highest count obtained was an encouraging 0.1 fib e r / c c .
No laboratory te s t o f r e la tiv e dustiness is a v a ila b le . The p o s s ib ility o f developing such a te s t was considered and dropped when i t became evident that i t would be a major pro ject to work out the te s t and obtain the co rre la tio n with actual f ie ld use conditions that would be necessary. A continuing monitoring of regular samples from the RG-244 bagger operation at the plant is in progress, however, and is being reported elsewhere.
The Impact of Fine Fibers in P rio r Dust Counts
The emperical precision o f the o p tical counting method used in th is work is the subject of continuing debate. Differences of 50-100% between re p lic a te counts on the same f i l t e r are quite common and larg er v a ria tio n s can occur as the quantity of fib e r on the f i l t e r becomes sm aller. I t is well beyond the scope of th is study to analyze these re s u lts in a general way. Only the s p e c ific e ffe c ts on the samples where fin e fib e rs were found in the second count w ill be examined.
Figure 2 is a repeat of Figure 1 with the o rig in a l count re s u lts fo r the f i l t e r s containing fin e fib e rs indicated by the s o lid horizontal lin e s . Out .of 19 f i l t e r s containing fin e s there are only two where large changes occurred. These were 1975 - No. 5 from 1.3 to 11.2 fib e rs /c c and 1977 - No. 8 from 0.5 to 17.92 fib e r s / c c . There is no doubt that the fin e s were missed in the i n i t i a l counts on these two filte rs .

The other three high counts from 1977 show v a ria tio n s between rep lica te s n i v f h f h ct11 W 1iiln the *:eco9n1'2ed Precision of the method. The next highest results ranged from 2-3 fibers/cc and occurred at four locations in 1975 and 1976, i . e . , 1975 - Nos. 4 and 8 and 1976 - Nos 3 and 6. These have a c o n s is te n t bias o f plus 2-3 fib e rs / c c . Since d ifferences are a ll in the same d ire c tio n , they are probably s t a t is t i c a l l y s ig n ific a n t but are also of lim ited p ra c tic a l importance since the re su lts are fa r below the allowable OSHA c e ilin g lim it . Overall then, only two out of the 65 f i l t e r s counted showed important e r r o rs ' due to the fa ilu r e to "see" the u ltr a - fin e fib e r s . Considering the extremely d if f i c u l t nature o f these samples, th is is considered to be very good counter performance but continued sp ecial attention to RG-244 samples is needed and w ill be provided. The sudden appearance ot occasional very high counts in 1977 was the r e s u lt o f a change in the product not a change in counting s k i l l s or equipment.
