Reggie Woodruff Energy Program Manager Cynthia West (I do not have the longer list referenced in this email to Nick Douglas) Subject: RE: E.O. 032818 Promoting Energy Independence & Economic Growth Hi Nick, Glad to work with you to add energy elements to this analysis if helpful. I am attaching the draft of our longer list of related activities and programs initiated since 2009. These activities are the result of needs identified as early as 2008. We felt it was important to identify and chronical our work in addressing environmental change and risks from climate to forest and grasslands. Most of these activities are not the direct result of the E.O.s and Memorandums that were revoked but part of our work to address climate related risks. Let me know if you want to follow up. I am not sharing longer list broadly as I do not want folks to get mixed up and think these are the activities that we need to stop due to the EO. But think it is important to have a comprehensive list of programs and activities that may need to be positioned under a new set of leaders. The FS must respond to Section 2 of EO, which requires federal agencies to review all existing regulations, orders, guidance documents, policies, and other similar agency actions (collectively, agency actions) that potentially burden the development or use of domestically produced energy resources, including transmission or delivery of these resources. Attached for your review is the initial draft Review Plan. I have also attached the EO for your convenience. Comments on the Review Plan are due back to me by Close of Business, Friday, 4/14/17. Please use tract changes. Please send any comments you have to Liane Mattson, Randy Rabideaux and myself. Page 054 of 254 Evidently, there were some outstanding questions from the call on Friday. Here is info as of right now. BLM is bringing in a detailer to head up a Task Force (WO & field level) to put together their report. He will start in May. No info on what they are doing for their Review Plan. We don't have any OMB direction on this effort. There is no official executive steering team. Glenn Casamassa has asked the directors to provide staff or input into this effort. |(b)(5);Deliberative Process Privilege I I am your contact for questions this week since Liane and Randy are gone.
