MINUTES OF THE ANNUAL MEETING
GYPSUM ASSOCIATION
THE DRAKE HOTEL

April 6 , 1977
The annual meeting of the Gypsum Association was called to order by Mr. E. J. Killian at 9:00 a ,m., April 6, 1977 in The Drake Hotel, Chicago, Illinois. Mr. Killian welcomed all in attendance and expressed pleasure at the excellent representation from all the member companies, as wel 1 as two non-member companies. All present were asked to introduce themselves and state their affiliations. The following

appeared heavily weighted in Labor interests favoring consolidation of all mining activities in the Department of Labor under the Coal Act. Mr. Rogers stated that passage of these bills would have a pronounced effect on gypsum operations. It was proposed that an in dustry-wide letter writing campaign be launched toward inducing mem bers of the Senate and House to oppose passage of this legislation.
Mr. Rogers reported that the cooperative efforts of the Safety and the Manufacturing and Mining Committees are required to monitor any new MESA programs affecting the definition and regula tion.of mineral fibers. Although an attempt to include all fibers under the asbestos regulation was not successful last fall, there are indications that a new attempt will be made. It is therefore important that the industry expand their data base on employee health records to better prepare a defensive position with regard to future federal health proposals affecting gypsum operations. The Safety Committee supports the Manufacturing and Mining Com mittee recommendations in this area.
The Association has offered testimony on two occasions relative to the proposed OSHA 85 dba Noise Standard. It is ex pected that the OSHA Noise Standard will become law in a matter of weeks and the committee plans to monitor this activity.
The Safety Seminar program has been successful and a schedule of four per year seems appropriate. The seminar con ducted on a regional basis provides a two-way communication be tween plant safety supervisors and the committee.
New safety activities include the publication of a compendium of safety articles which will be useful in plant safety training discussions, a new program for recognition of exemplary plant safety programs, and preparation of Volume II of the slide cassette `'Plant Safety Training Program." Volume III of the "Plant Safety Training Program" is also in the planning stage.
Mr. Rogers requested approval of $2800 to be used for the development of a production script for a new industry safety film to replace the now obsolete film "Safety Zone." Anticipated total cost of the film is $25,000 and the Safety Committee requests the remaining $22,200 when funds are available.
In conclusion, Mr. Rogers noted that the National Safety Council is scheduling a national television disaster survival test to be narrated by NBC's Tom Snyder on May l, 1977- The self-evalua tion programs will require use of a preprinted test form which the Association is currently distributing for use by all gypsum plant employees in cooperation with the National Safety Council.
